Molivers announces a competitive examination to fill the vacancy for head of street cleaning

The municipal company of Molins de Rei, Molivers Societat Municipal, SL, has approved the regulatory bases to fill a vacancy for a Technical Manager of the street cleaning and urban solid waste (RSU) collection and transport service. The call, governed by file RH202612, is published in the Official Gazette of the Province of Barcelona (BOPB) on August 24, 2026, with the official reference CVE 202610132108, and opens a period of 20 business days to submit applications.

The selection will be carried out through a system assimilated to the competitive examination (concurs-oposició) applied in public administrations, and the resolution is signed by the president of the company, Xavi Paz Penche, and the manager, Nicolau Mateu Bonet. Molivers, with CIF B61730933, is the personified own means and technical service of the Molins de Rei City Council, and manages the street cleaning and waste collection service by virtue of the management assignment 2/2026/ENGES, approved by the Municipal Plenary on February 26, 2026.

The job position and remuneration

The vacancy corresponds to an indefinite employment contract, with a working day of 1,596 annual hours from Monday to Friday and professional group A.2 (intermediate degree holder). The gross annual remuneration is €36,539.88 during the probationary period, and increases to €39,499.73 once completed, distributed in 14 payments, plus the increments from the State general budget laws starting from 2027.

The technical manager will be the primary person responsible for the service area, with functions of planning, control of public expenditure, management of minor contracts and tenders, coordination with the general foreman, and technical liaison with the municipal Technical Services. They will also ensure occupational safety, the signaling of works on public roads, and the alignment of the service with sustainable development goals.

Requirements and selection process

To participate, the following requirements, among others, must be met:

  • Hold Spanish nationality, nationality of an EU member state, or a country with free movement of workers.
  • Possess a degree in diploma, technical engineering, or technical architecture, or an equivalent or higher qualification.
  • Hold a type B driver’s license or higher.
  • Accredit C1 level of Catalan and, for those who do not have Spanish nationality, C1 level of Spanish.

The selection process includes an examination phase (up to 100 points) with technical knowledge tests, psychotechnical tests, group dynamics, and an interview, and a merit competition phase (up to 25 points) that evaluates work experience, training, and other specific merits. The probationary period will be 6 months.

Deadlines and submission of applications

Applications should preferably be submitted electronically via the Molivers electronic office, using the standardized participation request form and a generic instance. They may also be submitted in paper format at the company’s offices, located at Carrer Ramon Llull, 4, in the Riera del Molí industrial estate, only on Thursdays from 9:00 AM to 2:00 PM by prior appointment.

The submission deadline ends 20 business days from the day following the publication of the announcement in the BOPB. Candidates who pass the process but do not obtain the vacancy will be placed on a substitute list, valid until February 28, 2028 (extendable for one more year), to cover future absences, vacancies, or production needs of the service.

The call for applications is not subject to the payment of examination fees, and an appeal against the resolution may be filed before the Social Courts of Barcelona. Filling this vacancy is key to guaranteeing the continuity and quality of an essential service for the citizens of Molins de Rei, at a time when the municipal company fully assumes the management of street cleaning and waste collection in the municipality.
