Por FactBox Admin

The Molins de Rei City Council has opened a selection process, via competitive examination (concurs-oposició) and on an urgent basis, to establish a job bank of auxiliary IT technicians intended to cover the temporary staffing needs of the council. The call, signed by Mayor Xavi Paz Penche through decree number 2078 of September 2, 2026, is published in the Official Gazette of the Province of Barcelona (BOPB) on September 7, 2026, with official reference CVE 202610138072.
An urgent call to reinforce the IT service
The process is structured as urgent to provide an agile response to temporary needs that may arise in the IT Department, attached to the Area of Economy and Central Services. Appointments will be made as interim civil servants, with classification group C1-17 and a gross annual salary of €30,463.04.
The job position requires a Higher Vocational Training Degree (Cicle Formatiu de Grau Superior) in Network Computer Systems Administration, Multiplatform Application Development, or Web Application Development, or equivalent. The main functions include:
- Providing technical support for the installation and maintenance of municipal computer equipment.
- Attending to hardware and software incidents from users and tracking them until resolution.
- Implementing and maintaining the City Council’s LAN and WLAN network.
- Managing the file management application and its parameterization to automate administrative procedures.
- Preparing manuals, guides, and training for users and the IT Department.
Requirements, fee, and submission of applications
Applicants must meet the requirements by the closing date for the submission of applications. Among others, they must hold Spanish nationality or that of an EU member state, prove C1 level proficiency in Catalan and, for those without Spanish nationality, C1 level proficiency in Spanish. A fee of €16.58 must also be paid, with exemptions for students, unemployed persons, and people with a disability degree equal to or greater than 33%.
Applications shall be submitted electronically through the municipal website, via the generic instance procedure, attaching the application for participation, the merits annex, DNI/NIE or passport, curriculum vitae, proof of fee payment, and supporting documentation. The submission period is 10 business days starting from the day after publication in the BOPB.
A two-phase process: examination and merit competition
The selection process consists of two phases. The first, the examination (oposició), includes four tests:
- Catalan language proficiency test (eliminatory, for those who do not certify C1).
- Spanish language proficiency test (eliminatory, for applicants without Spanish nationality).
- Multiple-choice test of 20 questions on the specific syllabus, with a minimum of 10 points to pass.
- Competency test, including a psychometric test and interview, for the 5 highest-ranked candidates.
The second phase, the competition phase, is not eliminatory and assesses professional experience, specific training, and other merits such as qualifications, languages, and the ACTIC certificate. The resulting pool will have a validity of two years and will supersede any previous pool with the same characteristics.
An opportunity for ICT profiles
This call represents a job opportunity for ICT professionals in the region, at a time when city councils are accelerating the digitalization of their administrative procedures. The pool will allow the council to cover sick leaves and temporary needs of the IT service in an agile and transparent manner, guaranteeing the continuity of technical support for the citizenry and the municipal staff.
