Mojácar opens the modification of the PGOU in El Moresco for public consultation
Por FactBox Admin

The Corporate Plenary of the Mojácar City Council initially approved, in an extraordinary session on October 9, 2026, Modification number 2 of the General Urban Development Plan (PGOU) within the area occupied by the «El Moresco» hotel. The agreement is published in the Official Gazette of the Province of Almería number 201, dated October 16, 2026, under reference 2789/26, and opens a twenty-day public information period for the submission of allegations and observations.
The agreement and its technical support
The initial approval was adopted in accordance with the technical documentation drafted by OTIPSA Consultores S.L., according to the announcement signed by the mayor-president, Francisco García Cerdá, and dated in Mojácar on October 9, 2026.
The procedure is supported by Article 78.1 of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia, and Article 104.1 of the General Regulations of said law, approved by Decree 550/2022, of November 29. Both regulations govern the submission of urban planning innovations to public information before their final approval.
The scope of the action is the area occupied by the hotel establishment, located in the municipality of Mojácar, one of the main tourist destinations on the Almería coast.
Twenty days to appeal
The public exhibition period is twenty days and is counted from the day following the publication of the announcement in the provincial gazette, that is, from October 17, 2026.
During this period, the file may be consulted and interested parties may submit allegations at the following points:
- The Urban Planning offices of the Mojácar City Council, during office hours.
- The municipal electronic office, where the documentation is available to interested parties.
The announcement does not detail the specific content of the modification or the urban determinations it alters at this stage; these details must be consulted in the technical documentation of the file.
Who is affected
The public information is directed at landowners and rights holders in the hotel’s surroundings, tourist developers with interests in the area, and residents of the affected area, who may submit observations to the document before the planning continues its processing.
The procedure does not conclude with this initial approval: the allegations submitted must be examined by the Mojácar City Council before the final approval of the modification, which corresponds to the competent urban planning administration according to regional regulations.
Impact for the municipality
The review of planning in a hotel area of Mojácar has direct relevance for the local tourism sector, the municipality’s main economic driver, and for land-use planning in a consolidated coastal area. The opening of the public information process is the first opportunity for affected parties to formally intervene in the proceedings; therefore, the twenty-day period is decisive for those wishing to challenge or refine the content of the modification before its final approval.
