Mogán reopens the public inquiry period for its General Urban Development Plan

The Mogán City Council has reopened the process for submitting allegations to its General Planning Plan (PGO) with a new public information period of 45 business days. The decision was adopted by the municipal Plenary in an ordinary session on September 4, 2026, and is published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 193, dated September 25, 2026, section V of Announcements, announcement no. 3346, page 35417. The period is calculated from the publication of the announcement in the BOC, in one of the island’s widest-circulation newspapers, and on the electronic headquarters of the Mogán City Council.

The announcement, dated September 15, 2026, is signed by the Mayor-President, Onalia Bueno García. In it, it is communicated that the Plenary “takes note of the urban model of organization and occupation of the municipal territory proposed” in the General Planning Plan of Mogán, processed under file 1140/2020-1, following the previous public information phase, and that the document is submitted to a new period of public information and consultation with the affected Public Administrations.

The process is supported by Article 144 of Law 4/2017, of July 13, on Land and Protected Natural Spaces of the Canary Islands, which regulates the public information of planning instruments. The stated objective is that anyone who considers themselves an interested party may examine the file and submit allegations as they deem appropriate.

Consultation of the file

During the 45-business-day period, the file may be examined at the following locations and times:

• In person, during business hours from 9:00 to 13:00, at the Urban Planning Service (Planning, Management, and Land Use), Municipal Offices, calle Tamarán no. 4, Arguineguín.
• Electronically, on the Mogán City Council website, in the Areas and Departments-Urban Planning Planning-Public Information section, via the link https://www.mogan.es/40-urbanismo/50-planeamiento.

How to submit allegations

The submission of allegations may be carried out through two channels:

• Through the procedure “Allegations to file in public information period” of the municipal electronic headquarters (https://www.mogan.es).
• At any of the registries or offices determined in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

In the second case, the written document must state the exact text in the subject line: “Submission of allegations to file no. 1140/2020-1 of the Urban Planning Service (Planning, Management, and Land Use)”.

A new milestone in the processing

The announcement does not detail the content of the urban model nor the modifications introduced with respect to the document exhibited in the first round, but it does confirm that the Plenary has already formally taken note of the model for the organization and occupation of the territory. The opening of this second period implies that file 1140/2020-1 is once again accessible to the public and that the mandatory consultation with the affected Public Administrations is reactivated.

The publication in the Official Gazette of the Canary Islands is what establishes the start of the 45-business-day count; therefore, any interested party must adhere to that date and not to that of the plenary session on September 4.

Impact for residents and developers

The new public information period directly affects landowners, developers, and residents of the municipality, who have a second opportunity to submit observations on the document that will govern the urban growth of Mogán. Consulting the file and submitting allegations within the deadline are the two formal channels of participation before the final approval of the planning.
