Modification of the 21.76 MW Idella photovoltaic plant opens for public consultation

The Territorial Service of Industry, Energy and Mines of Alicante has submitted for new public information the modification of the prior administrative authorization, the administrative construction authorization, the occupation of livestock routes, and the declaration of public utility of the evacuation infrastructure for the «PSF Idella» photovoltaic plant, of 21.76 MW, in the municipal terms of Elda, Sax, and Petrer. The announcement, processed under file ATMOFE/2026/10/03, is published in the Official Gazette of the Province of Alicante No. 183, dated September 25, 2026, within section II. Autonomous Administration. Interested parties have 30 business days from the day following publication to examine the documentation and submit allegations.

The project promoter is Mirlo Blanco Renovables, S.L., with NIF B42581728 and registered office at Avenida Pla de Mesell, 8, in the El Mesell Industrial Estate, in El Campello (Alicante). The installation has a total maximum power of the photovoltaic modules (peak) of 29,985.376 kWp, a nominal inverter power of 21.76 MW, and a granted access capacity of 20.07 MW.

The competent body to authorize the installation is the General Directorate of Energy and Mines of the Third Vice Presidency and Department of Environment, Infrastructure, Territory and Recovery. As a precedent, there is the Resolution of March 15, 2024, from the same management center, which granted Mirlo Blanco Renovables, S.L. the prior and construction administrative authorizations, approved the decommissioning and restoration plan, and declared the public utility of the 66 kV evacuation line for a plant located in Elda, of 23.94 MWn/26.07 MWp, under file ATALFE/2021/43.

An underground line of 7.5 kilometers to the SET Elda

The modification affects the evacuation infrastructure, which consists of a new 66 kV high-voltage underground line, single-circuit, with a total approximate length of 7.512 km, starting from the photovoltaic plant’s substation and ending at the SET Elda, owned by i-DE Redes Eléctricas Inteligentes, S.A.U. The budget for the works amounts to 1,883,321.46 euros.

The line is divided into three underground sections:

• Section I, of 3.105 km, between the plant substation and point AE-AF.
• Section II, of 4.294 km, between points AF-AG and CE-CF.
• Section III, of 0.113 km, between points CF-CG and the SET Elda.

The cabling is primarily executed in trenches under concrete-encased pipes, using RHZ1-20L and HEPRZ1(AS)-20L type conductors of 36/66 kV and 1x300 mm², and includes telecommunications systems via OSGZ1 24-fiber optical fiber cable. The stated purpose is the evacuation from the solar photovoltaic installation to the electrical energy distribution network.

Livestock routes and affected owners

The announcement includes the specific and individualized list of affected assets and rights, both publicly and privately owned, indicating the polygon, plot, cadastral reference, owner, length of affection, and permanent and temporary occupation areas. Public owners include the Generalitat Valenciana, the Provincial Council of Alicante, the city councils of Elda, Sax, and Petrer, the Ministry for the Ecological Transition and the Demographic Challenge, and the Railway Infrastructure Administrator (ADIF).

The livestock routes for which temporary occupation is requested are:

• Canyada de Petrer.
• Vereda del Albello.
• Cañada Real de Andalucía a Valencia.

The new public information period is justified by substantial modifications introduced to the evacuation infrastructure following reports and consultations from bodies with affected assets or rights, as well as by the allegations received. The following are submitted for public exhibition: the modified project of the evacuation line, the justifying report on compliance with Decree-law 14/2020, the environmental documentation, the botanical survey report, the archaeological works project, the documentation for the occupation of livestock routes, the landscape integration study, the decommissioning and restoration plans, and the justifying report of public utility.

Allegations within 30 business days

The documentation will be available, the day after publication, in the “Public Information” section of the Generalitat portal (mediambient.gva.es), in Spanish and Valencian. Allegations may be submitted electronically through the electronic office of the Generalitat or by any of the means provided for in Article 16 of Law 39/2015. The announcement was signed in Alicante on September 21, 2026, by the Head of the Territorial Service of Industry, Energy, and Mines of Alicante, Sara Blanes Bas.

The procedure is supported by Decree-law 14/2020, of August 7, of the Consell; Law 24/2013, of December 26, of the Electricity Sector; Royal Decree 1955/2000, of December 1; Law 21/2013, of December 9, on Environmental Assessment; Law 3/2014, of July 11, on Livestock Routes of the Comunitat Valenciana; Law 43/2003, of November 21, on Forests; Law 14/2003, of April 10, on the Heritage of the Generalitat, and Law 39/2015, of October 1.

The resolution that concludes the procedure will determine whether the modification of the evacuation line maintains the declaration of public utility, which enables the occupation of the related lands and livestock routes. For the owners of the plots included in the list—distributed among the districts of Elda, Sax, and Petrer—the open period is the final opportunity to file objections before the definitive resolution, which also conditions the execution schedule of a renewable installation of more than 20 MW in the region.
