Miranda de Ebro convoca 100.000 euros en ayudas a cooperación al desarrollo

The City Council of Miranda de Ebro has published the 2026 call for grants for the financing of development cooperation projects, with a budget of 100,000 euros and aimed at private non-profit entities. The summary of the specific guidelines appears in the Official Gazette of the Province of Burgos no. 192, dated October 8, 2026, section III (Local Administration), with the official reference BOPBUR-2026-04178 and the identifier BDNS 931814. Applications may be submitted within fifteen business days starting from the day following the publication of the summary.

The announcement is based on articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies, and refers to the full text deposited in the National Database of Subsidies and on the municipal website. The issuing body is the City Council of Miranda de Ebro, whose summary is signed by the mayor-president, Aitana Hernando Ruiz, in Miranda de Ebro on September 25, 2026. The call is aimed at the economic cooperation modality and requires applicant entities to comply with the requirements of article 23 of Law 9/2006.

Amount and financing conditions

The global credit allocated to the call amounts to 100,000 euros, entirely for the economic cooperation modality. The municipal grant will be exclusively destined for investments related to infrastructure development and the acquisition of equipment in the areas of health, education, urban planning, and production.

  • The amount of the aid shall not exceed 80% of the total cost of the project.
  • 70% of the grant will be advanced, and the remaining 30% will be paid once the completion of the project has been duly justified.
  • 100% may be advanced following a favorable report from the Information Commission competent in Local Treasury matters.
  • The entity must provide the remaining 20% through its own funds or third-party financing, including in-kind contributions from local partners, beneficiaries, or public institutions of the receiving country.
  • The grants are compatible with other public and private subsidies or resources, provided that the total amount does not exceed the project budget.

Requirements, evaluation, and reformulation

Private non-profit entities that meet the requirements of the guidelines and the call may be beneficiaries. Each entity may only submit one project and, if the initiative is shared by several organizations, all must meet the requirements. Applications that fail to comply with this criterion will be excluded.

Projects that obtain a minimum score of 65 points and fit within the budget allocation will be financed. Those that, while reaching that figure, do not achieve the minimum required in each criterion will be rejected:

  • Requesting entity: 10 points out of 16.
  • Local organization: 13 points out of 18.
  • Technical formulation: 42 points out of 66.

When the granted subsidy is lower than the requested amount, the entity may reformulate the project and must notify the city council within fifteen days, providing an explanatory report and a final budget breakdown. The adjustment may never result in the aid financing more than 80% of the budget. An extension of the execution period will require municipal authorization and must be requested with justification at least 45 days prior to the end of the planned period.

Deadlines, documentation, and justification

The submission period will be fifteen business days from the day following the publication of the summary in the Official Gazette of the Province of Burgos. Applications will be processed through the municipal electronic office, in the Electronic Registry, Department of Social Services, under the procedure for subsidy applications for citizen entities (development cooperation).

The application must be accompanied by a project identification form based on the logical framework. The complete project may not exceed 50 pages, and those exceeding this length will be excluded. Administrative documentation shall be submitted separately and will include the entity’s NIF, the DNI or NIE of its representative, proof of representation, responsible declarations, certificates of being up to date with the State Tax Administration Agency and the General Treasury of the Social Security, the registration certificate in the Registry of Development Cooperation Agents of Castilla y León, and the third-party registration form.

Interventions must incorporate the Gender and Development (GAD) Approach, the Human Rights-Based Approach (HRBA), and environmental aspects, and all documentation must be submitted in Spanish. The start of execution shall have a maximum period of one month from the receipt of funds and always within 2026, although the project may have started as of January 1, 2026, with retroactively attributable supporting documents. The justification must be submitted within a maximum of two months from the completion of the project and, in any case, before December 31, 2027.

The call reinforces the role of municipalism in development cooperation and opens a stable financing route for the associative fabric of Miranda de Ebro. Interested entities have a tight schedule—fifteen business days—and a demanding evaluation framework, meaning that technical and documentary planning will be decisive in competing with guarantees for the 100,000 euros available.
