Por FactBox Admin

The Cabinet of Ministers has made a decision regarding the purchase of a part of the real estate “Runči” in Salacgrīva parish, Limbaži municipality, to ensure the continuation of the construction of the “Rail Baltica” railway line corridor. The decision was announced in the official state publication “Latvijas Vēstnesis” on October 12, 2026, in issue No. 196 (OP 2026/196), section I “CONSTITUTIONAL INSTITUTIONS”. The official reference to the document is Cabinet of Ministers Order No. 622.
CONTEXT
The order is included in the issue under agenda item 28 with the full title: “On the purchase of a part of the real estate “Runči” in Salacgrīva parish, Limbaži municipality, for the implementation of the project “Construction of the European standard gauge 1435 mm railway line in the “Rail Baltica” corridor through Estonia, Latvia and Lithuania””. The issuing body is the Cabinet of Ministers, and the document was published in the constitutional institutions section of the official publication.
The technical parameter included in the project title — the European standard gauge of 1435 mm — is the fundamental data that unites all decisions related to the corridor: both the acquisition of parts of individual land plots and the related infrastructure decisions. This is not an isolated case: the same scheme — the acquisition of parts of specific real estate specifically for the needs of the “Rail Baltica” corridor — has also appeared in “Latvijas Vēstnesis” in previous months.

Other decisions regarding the acquisition of real estate parts were also published in issue No. 196 of October 12, 2026, but for the needs of other infrastructure projects:
- “Rozenfeldi”, Ceraukste parish, Bauska municipality — for the implementation of the construction project for the section of the main state highway A7 “Rīga–Bauska–Lithuanian border (Grenctāle)” Ķekava bypass–Bauska, including the Iecava and Bauska bypasses — Cabinet of Ministers Order No. 615.

Railway infrastructure decisions in the same issue
Another railway-related decision is also included in the same issue: regarding the installation of a category IV permanent railway crossing at km 162.6 of the Saule–Lugaži railway cutting and the closure of the existing railway crossing No. 239 (km 162.2) — Cabinet of Ministers Order No. 618.
CONCLUSION
The acquisition of a part of the “Runči” property in Salacgrīva parish is a practical prerequisite for the “Rail Baltica” corridor construction works in Limbaži municipality to continue without land accessibility obstacles. The decision affects a specific local property, but its significance is of national scale: each such order clears the next section of the corridor and maintains the construction schedule for the European standard gauge railway.
