The Cabinet of Ministers determines the distribution of targeted grants to local government educational institutions for 2026

The Cabinet of Ministers has adopted Order No. 601 “On the Distribution of Targeted Grants to Municipalities – Municipal Educational Institutions for 2026”. The notice regarding this was published in Latvijas Vēstnesis on October 6, 2026, in issue No. 192 (OP 2026/192), in the “CONSTITUTIONAL INSTITUTIONS” section under the heading “Cabinet of Ministers” as point 5. With this document, the government determines the distribution of targeted grants to municipal educational institutions for 2026.

Order published in the October 6 issue

Cabinet of Ministers Order No. 601 is one of several government decisions published in issue 192 of Latvijas Vēstnesis on October 6, 2026. Also published in the same issue under the heading “Cabinet of Ministers” are:

• Cabinet of Ministers Order No. 591 – On the allocation of financial resources from the state budget program “Funds for Unforeseen Events”;

Legal framework for the calculation of targeted grants

The distribution of targeted grants is based on the calculation and distribution procedure determined by the government. On April 14, 2026, the Cabinet of Ministers approved Regulations No. 205 “Procedure for Calculating and Distributing the State Budget Targeted Grant for Teachers’ Salaries in Municipal General Education Institutions and General Secondary Education Institutions of State Higher Education Institutions”. On September 4, 2026, amendments to these regulations were published in issue 170 of Latvijas Vēstnesis – Cabinet of Ministers Regulations No. 526.

Concurrently, Cabinet of Ministers Regulations No. 204 of April 14, 2026, “Criteria and Procedure for State Participation in the Financing of Teachers’ Salaries at the Level of General Basic Education and General Secondary Education” are in effect; amendments to these were published via Cabinet of Ministers Regulations No. 527 in the same issue of September 4, 2026.

Funding for special education

In the same October 6 session, the Cabinet of Ministers also adopted Regulations No. 605 – amendments to the July 15, 2016 Regulations No. 477 “Procedure for Financing Special Education Institutions and Special Education Classes (Groups) of General Education Institutions”. These supplement the same education financing regulation on the basis of which state funding reaches municipal education institutions.

At the Municipal Level

Municipalities determine the procedure for spending the state funding allocated to them in their binding regulations. Examples from Latvijas Vēstnesis publications:

• Bauska Municipality Council Binding Regulations No. 11 (September 2, 2026) – “Procedure for the distribution of state target grants for the financing of interest-based education programs in Bauska municipality”;
• Mārupe Municipality Council Binding Regulations No. 38/2026 (October 6, 2026) – amendments to the regulations on scholarships for students studying in a state-accredited higher education study program with the possibility of performing pedagogical work in an education institution;
• Mārupe Municipality Council Binding Regulations No. 39/2026 (October 6, 2026) – amendments to the regulations on monetary awards for graduates of the 9th and 12th grades of general education institutions;
• Smiltene Municipality Council Binding Regulations No. 17/26 (October 6, 2026) – amendments to the Smiltene municipality budget for 2026.

The distribution of target grants is an annual mechanism through which the state ensures the financing of teachers’ salaries in municipal education institutions. Order No. 601 determines the specific distribution for 2026, thereby providing municipalities and their education institutions with an official basis for planned budget revenues for the academic year. The decision was published in the official publication, making it publicly available and enforceable.
