The Cabinet of Ministers amends the regulations for the implementation of railway greening investments

The Cabinet of Ministers, with Regulations No. 490, amends the Regulations No. 190 of April 11, 2023, on the implementation of the European Union Recovery Fund investment “Competitive rail passenger transport within the overall Riga city public transport system.” The amendments were announced in the August 28, 2026, issue No. 165 of Latvijas Vēstnesis, official publication OP 2026/165.

Content of the Amendments

The amendments affect the Cabinet of Ministers Regulations No. 190 of April 11, 2023, which determine the procedure for implementing rail passenger transport investment in the Riga metropolitan area. With the new Regulations No. 490, the operation of these implementation regulations is clarified.

Investment Context

Regulations No. 190 were issued within the framework of Component 1 “Climate Change and Environmental Sustainability” of the European Union Recovery and Resilience Facility plan, reform and investment direction 1.1 “Emission reduction in the transport sector.” They relate to the reform “Greening of the Riga metropolitan area transport system” and investment 1.1.1.1.i. “Competitive rail passenger transport within the overall Riga city public transport system.”

The investment is part of the national recovery plan, which aims to reduce emissions in the transport sector and promote green mobility in the capital’s metropolitan area. The amendments affect the implementation of a million-value green transport investment by clarifying its implementation rules.

Significance

The amendments to Regulations No. 190 are part of the government’s regulatory work focused on the development of rail passenger transport within the Riga city public transport system. They affect both the investment implementers and the public using rail services in the metropolitan area.
