The Cabinet of Ministers has issued a new regulation in the field of unmanned aircraft – Cabinet of Ministers Regulations No. 614 “Regulations for the Register of the Unmanned Aircraft Field”. The regulations were published in the official publication Latvijas Vēstnesis on October 12, 2026, in issue No. 196 (OP 2026/196), in the “CONSTITUTIONAL INSTITUTIONS” section, issued by the Cabinet of Ministers. With the publication in the official gazette, the regulations have become available in full text.

Regulations No. 614 are a new legal act, not amendments to existing regulations. In the October 12 issue, they are included as item 10 – one of 41 documents consisting of Cabinet of Ministers regulations, orders, and meeting minutes. The subject of the regulation is the register of the unmanned aircraft field, which affects drone operators, commercial activities, and airspace surveillance.

Unified Register in the Field of Unmanned Aircraft

The new regulations determine the procedure for the unmanned aircraft field register, creating a single point of accounting in a field where both private operators and commercial enterprises operate. The implementation of the register is directly linked to airspace surveillance, as unmanned aircraft flights take place in shared airspace.

The publication of Regulations No. 614 is the official moment from which field participants can familiarize themselves with the requirements in full. The number and title of the legal act are the only official references to be used when referring to the regulation.

Aviation Surveillance and the Regulator’s Budget

Several Cabinet of Ministers decisions related to aviation management were published in the same October 12 issue:

  • Cabinet of Ministers Order No. 613 – on the approval of the 2027 budget for the state agency “Civil Aviation Agency”.
  • Cabinet of Ministers Order No. 614 – amendments to the Cabinet of Ministers Order No. 524 of August 26, 2025, on the approval of the 2026 budget for the state agency “Civil Aviation Agency”.
  • Cabinet of Ministers Order No. 609 – on the creation of a special regulatory environment at sea for the testing and research of innovative technologies.

It should be noted that there are two different documents numbered 614 in the issue: the regulations on the unmanned aircraft register and the order on the aviation regulator’s budget. These documents show that the implementation of the register is occurring simultaneously with the planning of the aviation regulator’s funding and the creation of a new testing environment for innovative technologies.

Other Decisions of the October 12 Issue

Issue No. 196 also includes other decisions that characterize the day’s agenda:

  • Cabinet of Ministers Order No. 608 – on the granting of funding to the limited liability company “Elektroniskie sakari” for the organization of the “Techritory” conference in 2026.
  • Cabinet of Ministers Meeting Minutes No. 56 – Minutes of the extraordinary meeting of the Cabinet of Ministers.
  • Cabinet of Ministers Meeting Minutes No. 57 – Minutes of the meeting of the Cabinet of Ministers.
  • Cabinet of Ministers Order No. 623 – on the provision of humanitarian aid to Ukraine.

What this means for industry participants

The creation of a unified register means that drone operators and commercial entities must focus on a single official registration procedure, rather than separate industry requirements. For airspace surveillance authorities, this provides a unified data source, while for companies, it offers a clearer legal framework for conducting flights.

The full text of the regulations is published in the official publication and is the binding source for industry participants. The official publication is Latvijas Vēstnesis, October 12, 2026, issue No. 196.
