On November 4, 2026, Latvijas Vēstnesis No. 213 (OP 2026/213) published Cabinet of Ministers Order No. 693 in the official news section – amendments to the Cabinet of Ministers Order No. 608 of July 22, 2024, on the approval of the investment project passport of the European Union Recovery and Resilience Facility plan. With these amendments, the project passport for investment 2.1.2.2.i. “Latvia’s National Federated Cloud” has been updated. The decision was made by the government and announced in the official publication, making it known to institutions and the public environment.

Where the specific project is located in the document

The title of the order reveals the precise location within the Recovery Fund architecture, and each level is separately divided:

  • second component – “Digital Transformation”;
  • reform and investment direction 2.1. – “Digital transformation of public administration, including local governments”;
  • investment – 2.1.2.2.i. “Latvia’s National Federated Cloud”;
  • project – “Development of cloud computing services of the Latvian State Radio and Television Center within the framework of the state federated cloud”;
  • legal act – Cabinet of Ministers Order No. 693, which amends the Cabinet of Ministers Order No. 608 of July 22, 2024.

This structure means that the approval of the project passport is not a separate sectoral initiative, but part of the state digitalization program with a fixed place in the Recovery Fund plan. The project implementer is explicitly named in the title – the Latvian State Radio and Television Center, a state-owned company that forms the shared information and communication technology infrastructure of the public administration.

What the publication shows and what it does not

In this case, the official news section of Latvijas Vēstnesis publishes a notice regarding the adoption of the legal act, rather than the full text of the project passport. The publication indicates the order number, date, identification of the amended act, and the project name; however, the content of the passport – specific cost items, the amount of funding, and implementation deadlines – is not referenced in the published notice. Therefore, precise figures and deadlines must be verified in the passport document itself and its annexes, rather than on the announcement page of the official publication. This is a crucial journalistic clarification: the notice confirms the existence of the decision, but does not provide its content.

One investment, projects of several institutions

The federated cloud is created as a common platform in which several state institutions implement their cloud computing projects, and this is also visible on the pages of the official publication:

  • In the October 30, 2026 issue No. 210, Cabinet of Ministers Order No. 687 was announced regarding amendments to the order approving the cloud computing services development project passport of the Information Centre of the Ministry of the Interior within the state federated cloud;
  • in the same October 30 issue, Cabinet of Ministers Order No. 688 was also published regarding the approval of the data availability, sharing, and analytics project passport and the sharing services development plan;
  • in the November 4 issue No. 213, alongside Order No. 693, Cabinet of Ministers Order No. 694 “On the Redistribution of Appropriations” and Cabinet of Ministers Meeting Minutes No. 60 were published.

This sequence indicates that the federated cloud program is progressing through institutional projects simultaneously with the revision of budget appropriations. Each order is a separate step, and together they constitute the public administration’s transition to a centralized cloud infrastructure.

Why this affects the wider public

The approval of the project passport is a formal prerequisite without which Recovery Fund financing cannot begin to be spent – the passport defines the project boundaries, the responsible institution, and the checkpoints against which implementation is evaluated. With the publication of Order No. 693, the development of cloud computing services for the Latvian State Radio and Television Center gains a legally fixed framework within the state federated cloud program. For society, this means that the storage of state institution data is increasingly moving to a unified, state-owned infrastructure, and that further changes in this area will be traceable through individual Cabinet of Ministers orders.
