The Cabinet of Ministers approves five EU cohesion ICT project passports for digitalization

The Cabinet of Ministers has approved five information and communication technology (ICT) project passports for the European Union cohesion policy programs for 2021–2027. The decisions were announced in the official publication Latvijas Vēstnesis on September 25, 2026, No. 185 (OP 2026/185), in the “CONSTITUTIONAL INSTITUTIONS” section, subsection “Cabinet of Ministers”. The passports were approved by Cabinet of Ministers Order No. 571, No. 572, No. 573, No. 574, and No. 579.

One support goal, five projects

All five orders are based on a single program architecture: specific support goal 1.3.1 of the European Union cohesion policy programs for 2021–2027, “Leveraging the advantages of digitalization for residents, businesses, research organizations, and public institutions,” and its measure 1.3.1.1, “Development of ICT solutions and services and creating opportunities for the private sector.”

A project passport is a document that records the project content, funding source, and implementation conditions; by approving it, the government gives formal permission for the allocation of specific EU funding.

Security and Law Enforcement: ELIS and EKRASS

• Cabinet of Ministers Order No. 571 – project “Development of the Forensics Board’s expert laboratory information system (ELIS), 2nd round.”
• Cabinet of Ministers Order No. 572 – project “EKRASS 2nd round and development of digital solutions to ensure public order and security.”

Both are continuations of the second rounds of already initiated systems, meaning that funding is allocated to the expansion of existing platforms rather than creating solutions from scratch.

Digitalization of Public Administration and Sectors

• Cabinet of Ministers Order No. 573 – project “Digital document management and support process management platform in public administration.”
• Cabinet of Ministers Order No. 574 – agriculture sector project “Improvement of information technology solutions of institutions under the Ministry of Agriculture to improve control processes and data exchange.”
• Cabinet of Ministers Order No. 579 – project “Improvement of information technology infrastructure.”
