Ministry of Defense creates group for national Amazonian surveillance

The Ministry of Defense created a temporary Multisectoral Working Group for the purpose of formulating the regulatory proposal for the development and implementation of the Amazonian and National Surveillance System (SIVAN) and the Amazonian and National Protection System (SIPAN). The measure was ordered by Ministerial Resolution No. 01102-2026-DE, signed on September 10, 2026, by Minister Rafael Jorge Belaunde Llosa and published in the Legal Norms section of the official newspaper El Peruano on Friday, September 11, 2026.

The creation of the group responds to Law No. 32592, which declared the creation, implementation, and development of both systems to be of national interest, and whose Sole Complementary Transitory Provision charges the Executive Branch with drafting the corresponding regulatory proposal. Pursuant to Article 3 of said law, the Ministry of Defense, through its operational bodies, is established as the governing entity of the systems, ensuring the integration and centralization of functions with the various state entities.

Multisectoral Composition

The group will be composed of representatives from fourteen entities and bodies, each with one primary representative and one alternate:

• Ministry of Defense, which presides over it.
• Ministry of the Interior and Ministry of the Environment.
• Joint Command of the Armed Forces.
• National Police of Peru, Peruvian Army, Peruvian Air Force, and Peruvian Navy (through the General Directorate of Captaincies and Coastguards).
• General Directorate of Policy and Strategy of the Ministry of Defense.
• Supervision Body for Forest and Wildlife Resources.
• National Forest and Wildlife Service.
• National Service of State-Protected Natural Areas.
• National Meteorology and Hydrology Service of Peru.
• National Commission for Aerospace Research and Development.

The participation of the members is Ad Honorem, in addition to their duties, without incurring additional expenses for the State. The Technical Secretariat falls under the General Directorate of Policy and Strategy of the Vice-Ministry of Defense Policies, responsible for providing technical assistance and safeguarding the generated documentation.

Functions and Deadlines

Among its functions, the group must establish a work plan, analyze the current regulatory framework, identify the public problem that justifies the proposal, evaluate the competencies and roles of the entities linked to environmental surveillance, and determine the preliminary functional architecture of SIVAN-SIPAN. It will also propose multisectoral governance mechanisms, define interoperability and information exchange criteria, identify the necessary regulatory instruments, and formulate the regulatory proposal along with its statement of motives and technical support.

The key deadlines are:

• Designation of representatives: maximum three (3) business days from publication.
• Installation of the group: maximum five (5) business days.
• Validity: forty-five (45) calendar days, extendable upon proposal by the Technical Secretariat.
• Submission of the Final Report: maximum seven (7) calendar days after the expiration of the validity period.

Relevance

The initiative coordinates the defense, interior, environment, and science sectors in a concerted effort to protect the Peruvian Amazon against environmental threats and impacts on natural ecosystems. By centralizing surveillance and protection under the leadership of the Ministry of Defense, SIVAN-SIPAN seeks to provide the State with a functional and interoperable architecture that strengthens security and environmental management in one of the country’s most strategic regions.
