Minister authorizes fire-protection qualification inclusion in national system

The Minister of Internal Affairs and Administration has issued a regulation authorising the Director of the Scientific and Research Centre for Fire Protection named after Józef Tuliszkowski – State Research Institute to examine an application to include a sectoral qualification into the Integrated Qualifications System. The measure, dated 4 September 2026, was published in Dziennik Ustaw on 10 September 2026 under item Poz. 1194.

The qualification concerned covers the installation and servicing of fire-protection systems, specifically emergency lighting. The regulation also empowers the Centre’s Director to carry out the periodic review of the qualification once it has been included in the system.

Legal basis and scope

The regulation is grounded in Article 36(1) of the Act of 22 December 2015 on the Integrated Qualifications System (Dz. U. 2024, item 1606). Under that provision, the competent minister may authorise a given body to process applications for the inclusion of sectoral qualifications and to review them thereafter.

The document is signed on behalf of the Minister by W. Leśniakiewicz, acting deputy. The Minister directs the government administration department for internal affairs on the basis of § 1(2)(2) of the Prime Minister’s regulation of 25 July 2025 on the detailed scope of action of the Minister of Internal Affairs and Administration (Dz. U. item 999).

What the authorisation covers

• Processing the application to include the sectoral qualification for the installation and servicing of fire-protection systems (emergency lighting) into the Integrated Qualifications System.
• Conducting the periodic review of that qualification once it has been included in the system.

Entry into force

The regulation enters into force 14 days after the day of its publication, in line with § 3 of the text. This gives the Centre’s Director a defined window in which to begin handling the application under the new authorisation.

The move formalises the role of the Scientific and Research Centre for Fire Protection as the competent body for this specific sectoral qualification, reinforcing the recognition of emergency-lighting installation and servicing as a formally certified skill within Poland’s national qualifications framework. For professionals in the fire-protection sector, the inclusion means the qualification can be formally registered, reviewed and recognised across the system.
