Minister appoints Fiona Sweeney and Brian Madden to Transport Infrastructure Ireland board
Por FactBox Admin

The Minister for Transport has appointed Fiona Sweeney and Brian Madden as directors and members of the board of Transport Infrastructure Ireland, with effect from 11 October 2026 and for a period of three years. The appointment was made in exercise of the powers conferred on the Minister by section 28 of the Roads Act 1993. It is published in Iris Oifigiúil, Number 82, of Tuesday 13 October 2026.
What the official notice records
The notice appears in the appointments section of the gazette under the heading “Appointments to the Board of Transport Infrastructure Ireland”. It states that the Minister, acting under section 28 of the Roads Act 1993, has appointed the two named persons to be directors and members of the board of Transport Infrastructure Ireland. The essential terms are:
- Appointees: Fiona Sweeney and Brian Madden.
- Body: the board of Transport Infrastructure Ireland.
- Effective date: 11 October 2026.
- Term of office: three years.
- Statutory basis: section 28 of the Roads Act 1993.
- Publication: Iris Oifigiúil, Number 82, 13 October 2026, reference [G-1].
The notice is one of a series of board appointments carried in the same issue of the official gazette, which also records statutory instruments and insolvency notices. Appointments of this kind are published so that the composition of State boards is a matter of public record.
The statutory framework
The Roads Act 1993 is the legislation under which the Minister for Transport exercises the power to appoint members of the board of the national roads authority. The gazette records the appointment as taking effect from 11 October 2026, two days before publication, and fixes the term at three years rather than leaving it open-ended. No other conditions or qualifications are set out in the published notice.
The body the two directors join
Transport Infrastructure Ireland is the State body responsible for the national road network and for major public transport infrastructure investment. Board membership therefore carries direct influence over decisions on road schemes, light rail and related capital programmes. The two new directors take their seats alongside the existing membership of the board, which sets the strategic direction of the organisation.
For readers, the appointments matter because the board of Transport Infrastructure Ireland shapes how national roads and public transport projects are planned, funded and delivered. Two new directors serving three-year terms will sit through the current investment cycle, and the board’s decisions will affect routes, timelines and public spending in communities across the country.
