MINEDU suspends the 2026 ENLA evaluation and reschedules it for 2027

The Ministry of Education (MINEDU) has cancelled the 2026 National Student Learning Achievement Assessment (ENLA 2026) and ordered its rescheduling for the year 2027, due to the imminent danger posed by heavy rainfall associated with the 2026-2027 El Niño Phenomenon. The decision was officialized through Ministerial Resolution No. 550-2026-MINEDU, signed by Minister José Antonio Chang Escobedo and published in the official newspaper El Peruano on Sunday, September 13, 2026.

The regulation, issued in Lima on September 11, 2026, nullifies Article 1 of Ministerial Resolution No. 285-2026-MINEDU and its annex, which mandated the nationwide implementation and execution of ENLA 2026.

Scope of the suspended assessment

ENLA 2026 was aimed at students from public and private Regular Basic Education institutions, on a sampling basis at the regional level. The levels and grades included were:

• 4th and 6th grade of primary school
• 2nd grade of secondary school

The assessment is framed within Article 13 of Law No. 28044, the General Education Law, which recognizes educational quality as the optimal level of training, and Supreme Decree No. 021-2007-ED, which declares the evaluation of the educational system to be of preferential interest.

Technical and budgetary grounds

The decision is based on reports from the Office for the Measurement of Learning Quality (UMC) and the General Directorate of Regular Basic Education (DIGEBR), which recommended rescheduling the measurement for 2027. The context is set by the First Final Complementary Provision of Urgent Decree No. 008-2026, which authorizes budgetary exceptions to safeguard public infrastructure against the danger of the El Niño Phenomenon.

The Planning and Budget Unit of the Strategic Planning and Budget Office issued a favorable opinion, specifying that implementation during Fiscal Year 2026 will not incur additional expenses for Budgetary Item 010 of the Ministry of Education.

Ordered actions

The resolution orders the UMC, in coordination with DIGEBR, to initiate technical actions aimed at the programming and implementation of future measurements. Likewise, it mandates communicating the actions executed and the alternative information mechanisms linked to learning achievements to the Ministry of Economy and Finance, safeguarding public resources within the framework of current regulations.

The regulation will be published in the Legal Information System of Education (SIJE), on the MINEDU digital portal (www.gob.pe/minedu), on the same day as its publication in the official newspaper.

Impact

The suspension of the 2026 ENLA affects thousands of primary and secondary students across the country, who will have to wait until 2027 to know the results of the national learning assessment. The measure prioritizes the continuity of essential operations within the education sector in the face of climate risks, and leaves the technical rescheduling of the evaluation for next year in the hands of the UMC.
