MINEDU announces promotion competition for technical-productive teachers 2026

The Ministry of Education (MINEDU) called for the Public Competition for the Scale Promotion of Technical-Productive Education teachers corresponding to the year 2026 and approved the schedule that will govern the process. The measure was formalized through Viceministerial Resolution No. 170-2026-MINEDU, published on Wednesday, September 30, 2026, in the Official Gazette El Peruano (Year XLIII, No. 19550), within the Legal Norms section.

The call is issued within the framework of Law No. 29944, Magisterial Reform Law, and its Regulations approved by Supreme Decree No. 004-2013-ED. Article 15 of Law No. 29944 charges MINEDU with establishing the policy and norms for teacher evaluation and, in coordination with regional governments, designing, planning, monitoring, and evaluating the processes of entry, permanence, promotion, and access to positions within the Public Magisterial Career.

The process is governed by the Technical Norm titled “Norm regulating the Public Competition for the Scale Promotion of Technical-Productive Education teachers within the framework of the Public Magisterial Career of Law No. 29944”, approved by Viceministerial Resolution No. 106-2024-MINEDU. Its numeral 5.3.1.1 establishes that the competition call and its schedule are approved annually via viceministerial resolution.

What the resolution provides

• Article 1: to call for the Public Competition for the Scale Promotion of Technical-Productive Education teachers within the framework of the Public Magisterial Career, corresponding to the year 2026.
• Article 2: to approve the “Schedule of the Public Competition for the Scale Promotion of Technical-Productive Education teachers within the framework of the Public Magisterial Career of Law No. 29944, Magisterial Reform Law, corresponding to the year 2026”, which as an annex forms an integral part of the resolution.
• Article 3: to order the publication of the resolution and its annex in the Education Legal Information System (SIJE) and on the MINEDU digital headquarters.

The document bears the signature of Miriam Janette Ponce Vertiz, Vice Minister of Pedagogical Management, and was signed in Lima on September 29, 2026.

Technical and budgetary support

The procedure was supported by File No. DIED2026-INT-0800925 and the following reports:

• Report No. 01398-2026-MINEDU/VMGP-DIGEDD-DIED, from the Directorate of Teacher Evaluation, dependent on the General Directorate of Teacher Development.
• Report No. 01812-2026-MINEDU/SPE-OPEP-UPP, from the Planning and Budget Unit of the Office of Strategic Planning and Budget.
• Report No. 01388-2026-MINEDU/SG-OGAJ, from the General Office of Legal Counsel.

The Planning and Budget Unit considered it technically viable to proceed with the approval, as its implementation will not incur additional expenses for Budget Unit 010: Ministry of Education nor for the Public Treasury during Fiscal Year 2026. For Fiscal Year 2027 and subsequent years, financing will be subject to the prioritization carried out with the allocation granted to the budget unit in the annual budget laws.

Regulatory Framework and Sectoral Context

The resolution is based on the following regulations:

• Law No. 28044, General Education Law.
• Law No. 29944, Magisterial Reform Law.
• Supreme Decree No. 001-2015-MINEDU, which approves the Regulations of Organization and Functions of MINEDU.

In the same edition of the bulletin, Supreme Decree No. 206-2026-EF authorized a transfer of funds of S/ 670,364.00 in favor of various regional governments to finance the hiring of 64 specialists in administrative disciplinary procedures, within the framework of Law No. 32618, which amended Law No. 29944 to incorporate teachers from basic education and technical-productive education institutions in penitentiary establishments and public universities into its scope.

Impact for Teachers

The competition opens an opportunity for promotion within the Public Magisterial Career for teachers of the technical-productive modality, whose scale promotions are called annually in accordance with the current Technical Standard. Interested teachers must review the approved schedule as an annex, published in the SIJE and on the MINEDU digital headquarters, to learn about the stages and deadlines of the process.
