Milmarcos approves its tax ordinances with the urban IBI at 0.75%
Por FactBox Admin

The Milmarcos City Council has finalized the agreement of the Plenary Session dated July 7, 2026, which modifies four municipal tax ordinances, including that of the Real Estate Tax (IBI) for urban properties. The full text is published in the Official Gazette of the Province of Guadalajara No. 203, Friday, October 23, 2026, in the City Councils section (official reference 2026_2790). The modification sets the urban IBI rate at 0.75%, the rate for real estate with special characteristics at 1.00%, and increases the rates for waste collection and drinking water supply.
The announcement is final because, according to the text itself, “no claims having been filed during the public exhibition period,” the initial plenary agreement was “automatically elevated to final,” in compliance with Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The four agreements were adopted by unanimity of the Plenary, with a prior report from the Secretariat and under the protection of Articles 22.2.d) and 49 of the same regulation. The file was subject to public information and a hearing for interested parties for thirty days, with publication in the provincial gazette, on the municipal notice board, and on the council’s web portal.
IBI Rates: 0.75% for Urban and 1.00% for BICES
The first of the modified ordinances is the one regulating the Real Estate Tax for urban properties, whose Article 11 is now drafted with a tax rate of 0.75% for urban properties. The second affects the tax ordinance for the Real Estate Tax for properties with special characteristics (BICES), which sets its tax rate at 1.00%.
Both modifications were approved separately, although with identical motivation: the documents contained in the file and the report from the Secretariat. These are the two taxes that levy the ownership of real estate and affect virtually all property owners within the municipal district.
Waste Collection at 100 Euros per User and Water with a Fixed Price of 50 Euros
The plenary agreement also revises the two service fees. In the ordinance regulating the fee for the provision of the waste collection service, Article 6 (tax quota) establishes a fixed amount per unit of premises:
- Waste collection fee: 100.00 euros per user per year.
In the ordinance for the drinking water supply fee, Article 6 (bases and rates) is drafted as follows:
- Drinking water supply: fixed price of 50.00 euros per user.
The published text does not detail consumption brackets or additional discounts for these two fees, which are applied per unit of premises or per user.
Publication, Exhibition, and Appeal Process
The agreement expressly empowers the Mayor-President to “subscribe and sign all types of documents related to this matter.” The announcement appears signed in Milmarcos on September 30, 2026, by the councilor, Fernando Marchán Moreno, and includes a verification code from the electronic office of the Provincial Council.
An administrative appeal may be filed against the final agreement before the Administrative Litigation Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months starting from the day following the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, on Administrative Litigation Jurisdiction. The full text of the ordinances is also available on the municipal portal https://milmarcos.selectronica.es.
The revision affects all taxpayers in the municipality: property owners will see the new rate of 0.75% applied to the urban IBI (Property Tax) receipt, while households and premises will assume an annual fee of 100 euros for waste collection and a fixed price of 50 euros per user for the water supply. With the final publication in the provincial bulletin, the processing initiated in July is closed, and the fiscal framework is established through which the City Council of Milmarcos will settle the taxes and fees for the next fiscal year.
