Mi Pequeño Cole de Valladolid cambia de titularidad educativa

The General Directorate of Planning and Academic Organization of the Department of Education of the Regional Government of Castilla y León has made public the operative part of the resolution modifying the authorization for the opening and operation of the private Early Childhood Education center «Mi Pequeño Cole» in Valladolid due to a change in ownership. The publication is made in the Official Gazette of Castilla y León, number 174, dated September 8, 2026, pages 130 and 131.

The resolution, signed on September 1, 2026, by the Director General Helena Villarejo Galende, publicizes the resolution of August 28, 2026, from the same General Directorate, which authorizes the transfer of the center, located at Paseo Zorrilla, number 87, in Valladolid, with code 47012284.

A change of ownership with subrogation of obligations

The new ownership of the center corresponds to the Francisco Coll Educational Foundation, which shall be subrogated to the obligations and burdens contracted by the previous owner, Ms. María Concepción Moreno Juan, with the Educational Administration. The subrogation specifically affects commitments derived from the educational agreement, as well as grants and aid that the center may have been awarded.

The change in ownership does not alter the center’s operating regime or its legal configuration, which remains in accordance with the provisions of the Resolution of October 3, 2023, from the General Directorate of Centers and Infrastructure, published in the B.O.C. y L. number 203, dated October 23, 2023.

Effects from September 1

The modification of the authorization takes effect as of September 1, 2026. Among the administrative consequences of the change are:

  • The new ownership is obliged to comply with current legislation in everything affecting the center.
  • It must request the appropriate modification, through its legal representation, whenever any of the data indicated in the resolution is altered.
  • The change of ownership will be registered ex officio in the Registry of Educational Centers of the Community of Castilla y León.

Regulatory framework and appeals

The publication of the operative part is based on Article 14.4 of Royal Decree 332/1992, of April 3, regarding authorizations for private educational centers to provide general regime teaching, in relation to Article 7.3 of the same royal decree, which requires these resolutions to be publicized in the regional gazette.

An administrative appeal (recurso de alzada) may be filed against this resolution, which does not exhaust administrative remedies, before the Minister of Education within one month from the day following its notification, in accordance with Articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure, in relation to Article 60 of Law 3/2001, of July 3, of the Government and Administration of the Community of Castilla y León.

Relevance for families

The transfer of ownership to the Fundación Educativa Francisco Coll represents a significant change for the center’s families, as the new entity assumes the educational agreement (concierto educativo) and the grants linked to it. Since the operating regime and legal configuration remain intact, the teaching activities of the Early Childhood Education center continue as normal, although the management and communication with the Educational Administration pass to the foundation.
