The procedure is open, with ordinary processing, without a framework agreement or dynamic purchasing system, and without electronic auction. Subcontracting is permitted except for the critical tasks defined in section 32 of the summary table of the specifications. The contract is not linked to European Union funds nor reserved for special employment centers or integration enterprises.
Award criteria and limit of two lots per company
The award will be decided by the offer with the best quality-price ratio, with different scales depending on the lot:

The award process will follow the order from lot 1 to lot 4. No provisional guarantee is required; the definitive guarantee shall be 5 per 100 of the base tender budget, excluding VAT, and a complementary guarantee of the same percentage may be required.
Electronic submission until November 24
