Metro de Madrid tenders transport services for 1.98 million euros

Metro de Madrid, S. A. has called for tenders for the contracting of transport services with an estimated value of 1,987,137.50 euros, excluding VAT. The announcement, dated October 8, 2026, is published in the Official Gazette of the Community of Madrid (BOCM) number 244, dated October 13, 2026, within the announcements of the Ministry of Housing, Transport and Infrastructure. The tender is processed via an open procedure under file 6012600264, and the deadline for submitting bids ends at 12:00 PM on November 10, 2026.

The contract is promoted by Metro de Madrid, S. A., a contracting entity with special or exclusive rights whose main activity is urban railway, tram, trolleybus, or bus services. Figures, duration and guarantees

The estimated value of the contract amounts to 1,987,137.50 euros, excluding VAT. The base tender budget is broken down as follows:

• Taxable base: 1,386,375.00 euros.
• VAT amount: 291,138.75 euros.
• Base tender budget: 1,677,513.75 euros, including VAT.

The expected duration is 3 years starting from the day following the signing of the commencement act of the works, or on the date indicated in said act. The contract allows for extension: it may be extended up to a maximum of once for a period of up to 12 months, in accordance with condition 12.2 of the Particular Conditions Clause.

Regarding guarantees, no provisional guarantee is required. The definitive guarantee is set at 5 per 100 of the base tender budget, excluding VAT, and may be established in the forms provided for in condition 10.1.2 of the clause, except by means of retention in the price. The complementary guarantee, if applicable, will also be required for 5 per 100 of the base budget, excluding VAT.

Award criteria and activity codes

The award will be decided by the bid with the best quality-price ratio, with the following distribution of points:

• Economic criteria: 49 points.
• Qualitative criteria: 51 points, of which 30 correspond to value judgments and 21 to the application of formulas.

• 60100000-9, road transport services.
• 63100000-0, loading, unloading, and storage services.

No innovative public procurement, framework agreement, dynamic purchasing system, or electronic auction is foreseen. Variants are not permitted, and the contract is not linked to European Union funds nor reserved for special employment centers or integration enterprises. Subcontracting is permitted.

Submission of bids and processing

The processing is ordinary and the procedure is open. Bids must be submitted exclusively in electronic format through the SRM (Supplier Relationship Management) application of Metro de Madrid, S. A., from which the specifications are retrieved and the proposals are sent. They may only be submitted by the person previously designated as the contact by the bidder and authorized through the validation of their electronic identity certificate. Bids must be written in Spanish, and the bidder is obliged to maintain them for six months.

The opening of bids will not be held in person: it will be carried out electronically through publication in the Contractor Profile of the Public Procurement Portal of the Community of Madrid. The advertising costs for the tender have a maximum total amount of 9,000 euros.

Appeals and regulatory framework

A procurement claim or a question of nullity may be filed against the tender before the Administrative Tribunal for Public Procurement of the Community of Madrid, located at calle Manuel Silvela number 15, 6th floor, 28010 Madrid. The deadlines are those established in articles 119 and following of Royal Decree-Law 3/2020, of February 4, and under the terms of article 121. The call opens a contract of nearly two million euros in parcel services, road transport, loading and unloading, and postal services for the Madrid metro network to logistics and transport operators, with a horizon of up to four years if the extension is executed. The deadline to apply is less than one month from publication, so interested companies must prove their solvency and prepare their proposals in the electronic system of Metro de Madrid, S. A. before November 10, 2026.
