Metro de Madrid tenders the supply of tools for 450,000 euros

Metro de Madrid, S. A. has called for tenders for the framework agreement for the supply of hand tools, electric and pneumatic tools with their accessories, hardware, and screws, according to the announcement of October 1, 2026, published by the Official Gazette of the Community of Madrid (B.O.C.M. no. 238, October 6, 2026, pp. 74-77). The file, identified by number 6012600256, is processed through an open procedure and ordinary processing from the Procurement and Corporate Services Area of the subway system. The estimated value of the contract amounts to 450,000 euros, excluding VAT.

The announcement is disseminated in the Announcements section of the gazette, within the block of the Ministry of Housing, Transport and Infrastructure, upon which the public company depends. The contracting entity is Metro de Madrid, S. A., with NIF A-28001352 and address at Avenida de Asturias, number 4, 28029 Madrid, and acts as a contracting entity with special or exclusive rights in the sector of urban railway services, trams, trolleybuses, or buses. Documentation is obtained through the Public Procurement Portal of the Community of Madrid.

Four lots and budget distribution

The contract is divided into four lots, for which a single bidder may submit an offer and be awarded all of them:

• Lot 1: Hand tools, with an estimated value of 120,000 euros.
• Lot 2: Electric and pneumatic tools and their accessories, with 135,000 euros.
• Lot 3: Hardware, with 135,000 euros.
• Lot 4: Screws, with 60,000 euros.

The CPV codes used include machine tools (42600000-2), miscellaneous machines for general and special uses (42900000-5), hardware (44316000-8), hardware items (44316400-2), and construction structures and materials (44000000-0). The place of execution and delivery are the facilities of Metro de Madrid, S. A., with NUTS code ES30.

Three-year term and award to a maximum of three companies

The execution period is thirty-six months (three years), counted from the day following the formalization of the contract, and does not allow for extension. As it is a framework agreement, there is no base tender budget nor provisional, definitive, or complementary guarantees.

The award will be resolved according to the qualitative criteria of section 27 of the characteristics table. A maximum of three companies—those with the highest scores that exceed the technical sufficiency limit—and a minimum of two will be awarded per lot. There will be no electronic auction, variants are not permitted, and neither innovative public procurement nor the reservation of lots for special employment centers or integration companies is contemplated.

Electronic submission of bids until November 3

Offers are submitted exclusively electronically through the SRM (Supplier Relationship Management) application of Metro de Madrid, S. A., from which the tender documents are also retrieved. The deadline is 12:00 hours on November 3, 2026, in Spanish, and the bidder is obliged to maintain their offer for six months. The opening will be carried out electronically and will be published in the contracting profile of the regional portal.

The advertising costs for the tender have a maximum amount of 9,000 euros, distributed proportionally among the lots. The announcement was sent to the Official Journal of the European Union on October 2, 2026.

Appeal before the Administrative Tribunal for Public Procurement

A procurement claim or a question of nullity may be filed against the call for tenders before the Administrative Tribunal for Public Procurement of the Community of Madrid, within the time limits provided for in Article 121 of RDL 3/2020, of February 4. Information regarding the appeal procedure is provided by the Ministry of Housing, Transport and Infrastructure. The call opens a recurring procurement channel for industrial supply companies with the Madrid public transport operator, with an amount that distributes 450,000 euros among four product families and a three-year horizon without extension. The submission period, less than one month from publication, and the limit of three awardees per lot define a narrow margin of competition for interested firms.
