Metro de Madrid tenders the inspections of its load-lifting equipment

Metro de Madrid, S. A. has called for tenders for the contracting of the regulatory inspection service for load lifting equipment and accessories, a key security contract for the operation of the Madrid subway. The announcement, signed on September 1, 2026, is published in the Official Gazette of the Community of Madrid number 210, dated September 3, 2026, in the announcements section of the Ministry of Housing, Transport and Infrastructure (official reference 01/14.116/26).

The contracting entity, headquartered at avenida de Asturias number 4 in Madrid, acts as a contracting entity with special or exclusive rights in the field of urban railway services.
Object and scope of the contract
The service consists of the regulatory inspection of load lifting equipment and accessories used in the Metro de Madrid facilities, without division into lots. The execution period is set at forty-eight (48) months from the signing of the commencement act of the works, with the possibility of extension up to two times for periods of up to six months each.
- Estimated value of the contract: 456,766.60 euros (VAT not included).
- Base tender budget: 381,163.85 euros, VAT included (taxable base of 315,011.45 euros and 66,152.40 euros of VAT).
- CPV Codes: 50530000-9 (repair and maintenance of machinery) and 50800000-3 (miscellaneous repair and maintenance services).
- Definitive guarantee: 5 per 100 of the base tender budget, VAT excluded.
Award criteria and submission of bids
The award will be made based on the bid with the best quality-price ratio, according to the criteria in the summary table of the Particular Conditions Specifications. Economic criteria are weighted at 70 points and qualitative criteria at 30, all of which are evaluable through the application of formulas.
Bids must be submitted in electronic format through the SRM (Supplier Relationship Management) application of Metro de Madrid, in Spanish, and the bidder will be obliged to maintain their bid for six months. The submission deadline is October 2, 2026, at 12:00 hours.
Deadlines and appeals
The announcement was sent to the Official Journal of the European Union on September 2, 2026, and the advertising expenses for the tender are limited to a maximum of 9,000 euros. A procurement claim may be filed against the award before the Administrative Tribunal for Public Procurement of the Community of Madrid, in accordance with RDL 3/2020, of February 4.
The announcement is signed by Elena de la Iglesia Toribios, head of the Contract Execution Service of Metro de Madrid.
The tender reinforces the preventive maintenance of the subway’s lifting equipment, an essential element for the safety of workers and passengers, and offers companies in the industrial maintenance sector an opportunity for a multi-year contract with the region’s main public transport operator.
