Madrid Metro tenders the maintenance of security systems in two lots.

Metro de Madrid, S. A. has tendered the comprehensive maintenance service for the security systems of bags and enclosures of its facilities, with an estimated value of 2,119,378.83 euros (excluding VAT) and an execution period of 48 months. The notice, signed on 7 August 2026 by the head of the Contracting Area, is published in the Official Gazette of the Community of Madrid number 192, of 13 August 2026, and processes file 6012600216.

The tender falls within the framework of the Department of Housing, Transport and Infrastructure of the Community of Madrid and is processed by the Contracting and Corporate Services Area of Metro de Madrid, a contracting entity with special or exclusive rights whose main activity is urban railway services. The contract, of services type, is divided into two lots and is awarded by means of ordinary processing and open procedure, without electronic auction and without funding from European Union funds.

A contract divided into two lots

The tender is structured into two lots, with the possibility that a single bidder may opt for both and be awarded both:

• Lot 1: comprehensive maintenance of the security systems in bags and enclosures (CPV 50610000-4, repair and maintenance services of security equipment).
• Lot 2: maintenance of the VMS Siemens Siveillance software licensing (CPV 72267000-4, software maintenance and repair services).

The tender budget, including VAT, amounts to a total of 2,051,558.70 euros, distributed between the two lots:

• Lot 1: 1,974,872.77 euros (taxable base of 1,632,126.26 euros plus 342,746.51 euros of VAT).
• Lot 2: 76,685.93 euros (taxable base of 63,376.80 euros plus 13,309.13 euros of VAT).

Duration, extension and award criteria

The service will last 48 months, counted from the day following the signing of the work start certificate or on the date indicated in the certificate itself, and allows extension up to a maximum of twice for periods of up to six months each.

The award will be made according to the offer with the best price-quality ratio, with the following point distribution:

• Economic criteria: 70 points.
• Qualitative criteria: 30 points, of which 16 are evaluated by means of value judgment and 14 by applying formulas.

No provisional guarantee is required, but a final guarantee of 5 percent of the tender budget, excluding VAT, is required, which may be constituted by means of a bank guarantee or surety insurance according to the model in Annex II of the tender documents. The contract allows subcontracting and is not reserved for special employment centres or insertion companies.

Submission of tenders and appeals

Bids may be submitted until 12:00 noon on 17 September 2026, exclusively in electronic format through the SRM software application for tender management of Metro de Madrid, at the address enabled in its contracting profile. The documentation and information may be obtained from the Public Procurement Portal of the Community of Madrid, and the bidder must maintain its bid for six months.

The notice was sent to the Official Journal of the European Union on 7 August 2026, advertising costs are set at a maximum of 9,000 euros and the opening of bids will be carried out electronically, being published in the contracting profile. The tender may be challenged by means of a procurement complaint or a nullity action before the Administrative Court of Public Procurement of the Community of Madrid, in accordance with Royal Decree-Law 3/2020 of 4 February. The notice is signed by M.ª Olalla Pascual Gallardo, Head of the Contracting Area of Metro de Madrid.

An opportunity for the security sector

The tender ensures the maintenance of the protection systems of the Metro network for four years, a critical element for the safety of passengers and installations, and opens up to companies in the sector a two-million-euro contract divided into lots, which facilitates the participation of specialised companies in both security equipment and video surveillance software.
