Metro de Madrid awards the Plan Renove framework agreement for 600,000 euros

Metro de Madrid, S. A. has awarded the framework agreement for the supply and installation of production means destined for the Facilities Maintenance Area, within the framework of the so-called Renovation Plan (Plan Renove), for an estimated value of 600,000.00 euros (VAT not included). The decision was formalized on July 7, 2026, and was made known through the award notice signed on September 10, 2026, published in the Official Gazette of the Community of Madrid number 220, of September 15, 2026, corresponding to file 6012600021.

The contract, of the supply type, is processed by the Procurement and Corporate Services Area of the public company dependent on the Ministry of Housing, Transport and Infrastructure. The tender was announced on January 27, 2026, in the Public Procurement Portal of the Community of Madrid and in the Official Journal of the European Union, and the following day, January 28, in the regional gazette itself. The procedure was open, with ordinary processing and the establishment of a framework agreement.

Four lots and two awardees

The framework agreement was divided into four lots, of which only the first two received valid offers and were awarded. Lots 3 and 4 remained void due to a lack of valid offers, as stated in the notice.

• Lot 1 (handling elements and industrial furniture): estimated value of 150,096.99 euros.
• Lot 2 (industrial shelving): estimated value of 175,403.99 euros.
• Lot 3 (industrial work equipment): estimated value of 222,844.02 euros — void.
• Lot 4 (specialized coil unwinder for escalators): estimated value of 51,655.00 euros — void.

Offers and awardees

Offers were received electronically for all lots, all of them from small and medium-sized enterprises. Lots 1 and 2 were awarded to two companies:

• Ferretería Unceta, S. A. (NIF A20020277), located in Elgoibar (Guipúzcoa).
• Suministros Industriales Jalón, S. L. (NIF B50606847), located in Zaragoza.

As this is a framework agreement, the award amount appears as 0 euros, since the prices will be applied in the derivative contracts formalized during its validity.

Claims and appeals

Against the award, a procurement claim or a question of nullity may be filed before the Administrative Tribunal of Public Procurement of the Community of Madrid, within the deadlines established in Royal Decree-Law 3/2020, of February 4, under the terms of its article 121. The notice is signed by the Head of the Contract Execution Service, Elena de la Iglesia Toribios, with reference (01/14.621/26).

The awarding of the Renove Plan allows Metro de Madrid to renew the production means of its maintenance facilities, a significant step for the conservation of the Madrid subway. The declaration of two lots as void will likely necessitate a new tender to cover industrial work equipment and the escalator unwinder, which will affect the renovation schedule for this equipment.
