Metro awards the Plan Renove framework agreement in four supply lots

Metro adjudica el acuerdo marco Plan Renove en cuatro lotes de suministro

Metro de Madrid, S. A. has awarded the framework agreement for the supply and installation of production means destined for the Facilities Maintenance Area, within the framework of the so-called Renove Plan. The decision, adopted on July 7, 2026, was made public via an announcement on September 10, 2026, in the Official Gazette of the Community of Madrid number 220, dated September 15, 2026 (pages 335 to 337), with official reference (01/14.621/26).

The contract, processed by the Procurement and Corporate Services Area of the public company, is structured into four lots and has a total estimated value of 600,000.00 euros (VAT not included). The tender was announced on January 27, 2026, in the Public Procurement Portal of the Community of Madrid and in the Official Journal of the European Union, and on January 28, 2026, in the Madrid gazette itself.

A framework agreement in four lots

The object of the contract is the supply and installation of production means for the maintenance of the subway’s facilities, divided into four lots differentiated by type of equipment:

  • Lot 1: acquisition of handling elements and industrial furniture, with an estimated value of 150,096.99 euros.
  • Lot 2: acquisition of industrial shelving, with an estimated value of 175,403.99 euros.
  • Lot 3: acquisition of industrial work equipment, with an estimated value of 222,844.02 euros.
  • Lot 4: acquisition of a specialized coil unwinder for Escalators, with an estimated value of 51,655.00 euros.

The procedure was processed via the ordinary route and open procedure, with the establishment of a framework agreement, and is not linked to European Union funds nor to reserves for special employment centers or integration enterprises.

Award by lots

Offers were received electronically for the four lots, all of them from small and medium-sized enterprises. Lots 1 and 2 were awarded to two companies:

  • Ferretería Unceta, S. A. (NIF A20020277), domiciled in Elgoibar (Guipúzcoa), awardee of lots 1 and 2.
  • Suministros Industriales Jalón, S. L. (NIF B50606847), domiciled in Zaragoza, awardee of lots 1 and 2.

Lots 3 and 4 remained void due to a lack of valid offers, as stated in the announcement. The award amount appears as 0 euros since it is a framework agreement, for which the base tender budget is not applicable.

Appeal and relevance

An appeal against the award may be filed as a procurement claim or a question of nullity before the Administrative Procurement Tribunal of the Community of Madrid, within the time limits established in RDL 3/2020, of February 4. The announcement is signed by Elena de la Iglesia Toribios, head of the Contract Execution Service of Metro de Madrid, S. A.

The procurement reinforces the modernization of the Madrid subway by providing new production means to the maintenance facilities, although the declaration of two of the four lots as void will require the relaunching of the procurement for industrial work equipment and the escalator unwinder to complete the Renovation Plan.
