Meta Data Center Campus: land rezoning approved in Talavera de la Reina

The Regional Ministry of Development of the Government of Castilla-La Mancha has definitively approved the land redistribution project derived from the Project of Singular Interest (PSI) “Meta Data Center Campus”, in the municipality of Talavera de la Reina (Toledo). The resolution, signed on August 7, 2026, by the regional minister Ignacio Hernando Serrano, is published in the Official Gazette of Castilla-La Mancha (DOCM) number 160, dated August 21, 2026, in section III of Other Provisions and Acts, with reference [2026/6037].

The project is promoted by the company Zarza Networks S.L., owned by the parent company META, and represents a decisive step toward the materialization of one of the largest technological investments planned for the region.

Project Background

The “Meta Data Center Campus” PSI was definitively approved by Agreement of the Governing Council adopted in the session of October 14, 2024, published in DOCM number 205, dated October 22, 2024, through the Resolution of 10/15/2024 of the General Secretariat of the Regional Ministry of Development.

In compliance with the fifth complementary prescription of the annex to said agreement, once the land was acquired by the promoting entity, the Land Redistribution Project was processed, requested on April 16, 2025. Its purpose is to define the redistribution actions leading to the legal transformation of the land ordered by the transitional urban planning regulations of the PSI.

Processing and Allegations

The procedure began via Resolution of November 20, 2025, from the General Directorate of Territorial Planning and Urbanism, which submitted the project for public review for one month (DOCM no. 227, dated 11/24/2025). During this process, allegations were received from:

  • The City Council of Talavera de la Reina.
  • The EATIM of Gamonal.

Both were analyzed and assessed individually by the General Directorate, which issued resolutions of acceptance or rejection in accordance with the reports of the Supramunicipal Planning Service. The modifications incorporated by the acceptance of allegations are limited to regularizing the attribution of ownership of endowment lands in favor of the EATIM of Gamonal, without altering the urban planning, the endowment areas, or the planned developments.

Guarantee and Appeals

The resolution grants the promoting entity a period of ten days from notification to prove the constitution of the guarantee corresponding to the monetization of 49% of the urban development right, for an amount of 1,089,554.00 euros, equivalent to 6,700 development units.

Against the resolution, which concludes the administrative route, the following may be filed:

  • Optional appeal for reconsideration within one month before the Regional Ministry of Public Works.
  • Contentious-administrative appeal within two months before the High Court of Justice of Castilla-La Mancha, based in Albacete.

The approval of the land redistribution clears the urban planning path for the execution of Meta’s data center campus in Talavera de la Reina, a project expected to have a strong economic and employment impact on the Toledo region and which consolidates Castilla-La Mancha as a hub for digital infrastructure.
