Mengíbar appoints Martín Rus as trainee sub-inspector of the Local Police

The City Council of Mengíbar has appointed Martín Rus Polaina as a probationary career civil servant in the position of sub-inspector of the Local Police, through the internal promotion system and via the competitive examination process. The decision was adopted by Mayoral Resolution No. 1532, dated September 7, 2026, upon the proposal of the Qualifying Tribunal, and is made public in the Official Gazette of the Province of Jaén No. 185, dated September 23, 2026, in announcement 2026/4218 (page 14152). The appointment as a definitive career civil servant is conditional upon the candidate successfully completing the training course for the category.

A probationary and conditional appointment

The announcement is signed by the mayor-president, Juan Bravo Sosa, and is published for the purposes of Article 62 of the Recast Text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30, and Article 25.2 of the General Regulation for the Entry of Personnel into the Service of the General State Administration, approved by Royal Decree 364/1995, of March 10.

The filled position belongs to the Special Administration Scale, Special Services Sub-scale, with the designation of sub-inspector of the Local Police. The third phase: course at IESPA

The candidate must pass the training course for the category of sub-inspector, which will be taught at the Institute of Emergencies and Public Security of Andalusia (IESPA), based in Seville. This is the third phase of the selection process, according to section 8.3 of the reference rules, and the appointment as a definitive career civil servant depends on its successful completion.

Impact on municipal security

Filling the sub-inspector category reinforces the command structure of the Local Police of Mengíbar, a municipality that is simultaneously working on the incorporation of new officers through open competition. The consolidation of the position will depend, however, on the result of the training course at the IESPA, a prior and essential step to acquire the status of a career official.
