Menàrguens definitively approves the improvement of the drinking water station

The Town Council of Menàrguens has definitively approved the Improvement Project for the Drinking Water Treatment Plant (ETAP) for the municipality’s domestic use. The agreement became final automatically as no claims or allegations were submitted during the public information period. The edict is published in the Official Gazette of the Province of Lleida no. 211, of November 4, 2026, with the official reference BOP-2026_0_211_9045.

The project affects critical infrastructure for the water supply to the town center, as the ETAP treats the water intended for human consumption in the locality. The improvement had been initially approved by Mayoral Decree of September 24, 2026, the same instrument through which the governing team promoted the administrative processing of the action.

A budget of 97,796.01 euros

The execution cost of the project is set at 97,796.01 euros, VAT included, according to the details contained in the municipal edict. The technical drafting was carried out by PROJECT ENGINYERIA I ARQUITECTURA LLEIDA, SL, working under the direction of Jordi Masip Oronich, a chartered industrial engineer with registration number 12,428.

Thirty business days without allegations

The initial approval agreement was submitted for public information via an announcement published in the Official Gazette of the Province of Lleida no. 185, of September 29, 2026, with an exhibition period of thirty business days. Once this period passed without any written objection, the initial approval became definitive automatically, as already provided for in the text of the announcement.

The edict clarifies that the agreement ends the administrative route. The publication comes after the council also closed other ordinary water management procedures, such as the registry for the tax and the canon for the third quarter of 2026, displayed to the public according to the announcement published in the Official Gazette of the Province of Lleida no. 204, of October 26, 2026.

Two months to appeal before the contentious court

Interested parties have two avenues of defense against the agreement, as detailed in the same edict:

• Contentious-administrative appeal before the Contentious-Administrative Court of Lleida, within a period of two months counting from the day after publication.
• Appeal for reversal, on an optional basis, before the same body that issued the act, within a period of one month from the day after publication.

The municipal document also leaves open the possibility for interested parties to file any other appeal they consider appropriate. The edict was signed in Menàrguens on October 2, 2026, by the mayor, Llorenç Ros Medina.

With the final approval, the project is in a position to proceed to contracting and the execution of the works, a relevant step for a municipality that depends on this facility to guarantee the quality of drinking water. The intervention comes with a closed budget and a technical management team already designated, such that the margin for modification of the initial planning is limited.
