Melilla subjects the modification of the social aid regulations to claims

Melilla somete a reclamaciones la modificación del reglamento de ayudas sociales

The Assembly of Melilla initially approved, in its session on September 3, 2026, the modification of the Regulatory Regulation of Economic Aid and Services for the Care of Social Needs of the Autonomous City. The agreement is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6415, dated September 18, 2026, with the reference BOME-A-2026-1047, and opens a one-month period for submitting claims. The regulation affects the beneficiaries of social aid managed by the Ministry of Social Policies and Public Health.

One month of public exhibition

The agreement is exhibited to the public “for the purposes of claims, for a period of ONE MONTH in the BOMe,” in accordance with Article 84.2 c) of the Regulations of the Assembly of Melilla. During this period, citizens and legal entities may file any claims they deem appropriate.

The text regulates two scenarios:

  • If no claims are submitted, the regulatory text will be definitively approved.
  • If claims are submitted, the Plenary will resolve them and definitively approve the regulatory norm.

The publication bears the signature of the Technical Secretary of Social Policies and Public Health, Victoriano Juan Santamaría Martínez, and is dated in Melilla on September 14, 2026. The Assembly’s agreement has the reference number 16340501210012035150.

What the modified regulation governs

The modified regulation is the one approved in the extraordinary BOME no. 4, of February 9, 2018, and serves as the regulatory bases for the subsidies it provides. Among its benefits are:

  • The Taxi-Voucher for people with reduced mobility, provided for in article 10.14.3.
  • Urban transport vouchers (bus vouchers) for elderly people, people with disabilities, and large families.

The processing began in the session on September 3, where the matter appeared as the seventh item on the agenda of the Permanent Commission for Social Policies and Public Health, according to the extract published in BOME number 6414, dated September 15, 2026.

Immediate background

The modification comes after several procedures linked to these same benefits. The Ministry of Social Policies and Public Health approved by Order no. 1921, of August 6, 2026, the call to select collaborating entities for the management of the Taxi-Voucher, published in BOME number 6405, of August 14, 2026, as BOME-A-2026940, and later rectified by Order no. 2071, of August 27, 2026.

In the area of the bus voucher, the Ministry is processing collaboration agreements with settlements such as those for the first quarter of 2025: 72,938.88 euros in vouchers for pensioners and people with disabilities and 4,572.75 euros for large families, for a total of 77,511.63 euros.

Final phase before definitive approval

The public exhibition opens the final phase of a regulation that establishes requirements, amounts, and procedures for social aid in Melilla. Any person or entity interested in accessing these benefits may submit claims during the month following publication, and the result will determine the text that will govern the city’s upcoming aid calls.
