Melilla provisionally resolves master's scholarships with more than one hundred grants
Por FactBox Admin

The Autonomous City of Melilla has formulated the provisional resolution for the University Master’s Scholarships grants for the 2025/2026 academic year, with a credit of 224,000 euros, over a hundred grants reaching 3,000 euros, and 74 denied applications. The list is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6427, dated October 30, 2026, with the official reference BOME-A-2026-1211, and opens a ten-day period for submitting appeals.
The procedure is based on the Regulatory Bases for Grants of the Autonomous City of Melilla for University Master’s Scholarships, approved by Agreement of the Governing Council on May 16, 2025 (BOME number 6281, dated May 27, 2025) and definitively ratified by Decree number 2025000135, dated July 31, 2025, published in BOME number 6299, dated August 8, 2025. The call for the course was approved by Order of the Ministry of University Promotion and Research registered under number 2026000001, dated August 21, 2026, and appeared in BOME number 6448, dated August 25, 2026.
The expenditure is supported by credit retention number 12026000026489, dated June 4, 2026, for the amount of 224,000.00 euros charged to budget application 03/32000/48001 (Grants for University Master’s). Section Fifth.2.d) of the call stipulates that applications are granted, provided they meet the requirements, “in strict order of entry” into the Registration System of the Autonomous City until the total amount of the subsidy is completed, a criterion that determines the final result of the proposal.
More than one hundred grants of up to 3,000 euros
Following the report from the instructor, the Technical Secretary of Presidency and Equality, dated October 27, 2026, and the report from the collegiate body issued on October 29, the proposal includes the list of beneficiary applications, evaluated according to articles 6, 7, and 10 of the bases. The recognized amounts show a very dispersed profile:
- Ceiling per application: 3,000 euros, with numerous files resolved at 2,999.99 euros.
- Full amounts of 3,000 euros: files 32597/2026, 30859/2026, 32757/2026, 32770/2026, 32825/2026, among others.
- Minimum amounts: 21.80 euros in file 31597/2026 and 73.49 euros in 31587/2026.
- Purpose of the grant: to cover the costs derived from master’s degree tuition for university graduates from Melilla, in public or private universities.
Seventy-four denials, mostly due to exhaustion of credit
The list of rejected applications is ordered according to the reason applied, which the resolution details with express reference to the articles of the regulatory bases and the call:
- Credit exhausted (“total grant amount completed”, art. 3 and 7.2.d): 56 applications, the largest group.
- Lack of master’s degree enrollment during the 2025-2026 academic year at a Spanish university (art. 6.1 and 7.2.b): 8 applications.
- Late submission (art. 5 of the guidelines and Section Six of the call): 10 applications.
The weight of the first reason concentrates the interest of the resolution: dozens of applicants who did meet the requirements are left out of the distribution because the credit of 224,000 euros was completed before reaching their files, in strict application of the order of entry criterion.
Ten days for appeals before the Technical Secretariat
The resolution, signed in Melilla on October 29, 2026, by the Technical Secretary of Presidency and Equality, Pilar Cabo León, notifies the interested parties through its publication in the BOME, in accordance with articles 40 and 42 of Law 39/2015, of October 1, and article 12.5 of the regulatory guidelines. The enabled period is ten days for the submission of appeals. If no appeals are presented within that period, the provisional proposal will become final.
The publication provisionally closes a competitive bidding procedure that distributes 224,000 euros among Melilla graduates pursuing postgraduate studies and leaves out, due to lack of credit, about fifty applicants who proved the requirements. The full text, with the nominal list of grants and denials and the file numbers, is available in issue 6427 of the official bulletin, so that each interested party can check their status before the appeal period expires.
