Melilla distributes 172,752 euros in grants to non-profit entities

The Department of Social Policies and Public Health of the Autonomous City of Melilla has published the provisional resolution proposal for the 2026 call for grants under a competitive bidding process intended for non-profit entities, distributing a total of 172,752 euros among local associations and NGOs. The procedure, signed by the General Administration technician Ahlam Chanfouh Aouragh on September 4, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6412, dated September 8, 2026, with reference BOME-A-2026-1003.

The call was approved by Order nº 2026000623, dated March 9, 2026, published in BOME nº 6361 on March 13, and is governed by the Regulatory Bases published in BOMe nº 5490 on October 27, 2017. The grants are financed through Budgetary Application 05/23102/48000 (RC Grants nº 12026000006450, dated February 9, 2026), for a total amount of 224,302.35 euros, with a maximum of 17,000 euros per entity.

Distribution of grants

The provisional proposal, formulated based on file 4898/2026 and the minutes of the Technical Valuation Commission, distinguishes two funding lines:

• 113,771 euros for the implementation of activity projects, distributed among 11 entities (Annex I, Table A).
• 58,981 euros for headquarters maintenance expenses, distributed among 7 entities (Annex III).

Among the entities benefiting from projects are the Virgen de la Luz Charity Association (€14,500), the Proyecto Alfa Association (€14,420), the Feafes Melilla Mental Health Association (€12,868), the Fut Tabel Integration Association (€11,900), the Roof is a Right Platform (€11,900), the Fiet Gratia Development NGO (€11,900), the Marcelino Champagnat Foundation (€11,630), the Count on Us Melilla Association (€9,000), the Tutelar and Social Action Association of Melilla (€8,197), AMLEGA (€4,340), and the Footprints of Solidarity Association (€3,116).

For headquarters maintenance, grants are proposed for the Alzheimer’s Family Association (€17,000), the Society of Saint Vincent de Paul in Spain (€16,091), the Melilla Acoge Association (€8,970), the MPDL Movement for Peace (€7,000), the Elderly Care Volunteerism (€4,300), the Spanish Red Cross (€3,000), and the Autismo Melilla Association (€2,620).

Valuation criteria and exclusions

The allocation of amounts combines the nature of the program (priority or positive) with the score obtained in the criteria of the seventh base, excluding programs that do not reach 4.5 points. Annex IV lists the entities whose applications are proposed for denial, including Vidas Felinas Melilla, Asociación Freyja, Federación Melillense de Hípica, Projectarte, Banco de Alimentos de Melilla, Médicos del Mundo, and Oxígeno Laboratorio Cultural, for reasons ranging from insufficient scoring to the existence of public or private coverage of the activities.

Period for allegations

In accordance with article 24.4 of Law 38/2003, General Law on Subsidies, a period of ten business days is granted, counting from the day following the publication in the BOME, for beneficiary entities to accept or waive the subsidy and for all participants to submit allegations. Entities whose proposed subsidy is lower than requested must reformulate their project and budget, excluding items not considered eligible for funding.

The provisional proposal does not generate any right in favor of the entities until the final award resolution is notified, in application of article 24.6 of the aforementioned law. The final resolution will determine the real impact of these grants on the associative fabric of Melilla, which sustains programs for social inclusion, elderly care, mental health, and support for vulnerable groups.
