Melilla reshapes the aid commission for digital companies

The Ministry of Economy, Trade, Technological Innovation, Tourism and Development of the Autonomous City of Melilla has modified the collegiate body responsible for making proposals for the granting of aid under the 2026 call for grants on a competitive basis for the promotion and consolidation of emerging and digital companies. The decision was adopted by Order No. 2179, dated September 4, 2026, published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6412, dated September 8, 2026, with reference BOME-A-2026-1002.
The order, registered in the Official Book of Non-Collegiate Resolutions under number 2026002179, modifies the previous resolution by which the body was constituted, Order 2026001378, dated May 28, 2026, published in BOME number 6384 on June 2, 2026. The change is processed under file 18451/2026 and responds to the need to adjust the composition of the commission to what is provided for in the regulatory bases.
Regulatory Framework
The modification is based on Article 12.3 of the Regulatory Bases for the Granting of Subsidies intended for the Promotion and Consolidation of Emerging and Digital Companies in the Autonomous City of Melilla on a competitive basis, published in BOME number 6362, dated March 17, 2026. This provision requires that the Evaluation Commission be constituted as a collegiate body with a presidency, two technical memberships, and a secretariat with a voice but no vote, and that the number of members with voting rights be odd.
The commission may seek advice from external specialists with a voice but no vote, and for its valid constitution, it adheres to Articles 15 and 17 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. Agreements are adopted by a majority vote of the members present with voting rights.
New Composition of the Body
With the modification, the collegiate body is composed of the following members:
- President: Jesús Martínez García
- Substitute President: Esther Azancot Cánovas
- Member: Víctor Manuel Román Gallego
- Member: Gema Viñas del Castillo
- Substitute Member: Carmen Mateos Barquero
- Substitute Member: Francisca Torres Belmonte
- Secretary with voice but no vote: Eva M.ª Arrieta Méndez
- Substitute Secretary with voice but no vote: Marta González González
The main novelty regarding the initial composition is the incorporation of Gema Viñas del Castillo as a member and Francisca Torres Belmonte as a substitute member, who join the members already designated in the May order.
Deadlines and Appeals
Against this order, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed within one month from the day following its notification or publication, before the Department itself or before the Most Excellent President of the Autonomous City, as the hierarchical superior. The maximum period for issuing and notifying the resolution of the appeal is three months, after which it may be understood as dismissed. The order is made public for general knowledge and for possible causes of abstention or recusal, and is signed in Melilla on September 7, 2026, by the Technical Secretary of Economy, Gema Viñas del Castillo.
The reconstitution of the evaluation body is relevant for the applicants of these grants, as the commission is responsible for evaluating the applications and proposing the granting of subsidies to emerging and digital companies in Melilla for the 2026 call.
