Melilla publishes provisional list of IRPF third sector aid

In the Official Bulletin of Melilla (BOME) number 6406, dated 18 August 2026, the resolution relating to the 2026 call for grants to finance programmes of general interest charged to the allocation of 0.7% of Personal Income Tax has been published. The resolution, issued on 14 August by the Ministry of Social Policies and Public Health, establishes the provisional status of the applications submitted by third-sector entities.
Regulatory framework and issuing body
This call was approved by means of Order No. 1791, of 15 July 2026, published in BOME No. 6397, in accordance with the regulatory bases for grants for programmes of general interest aimed at social interest purposes in the Autonomous City of Melilla. The resolution has been proposed by the Directorate General for Social Services, signed by the General Administration Technician, Ahlam Chanfouh Aouragh, and the Director General for Social Services, José Antonio Castillo Martín.
Entities admitted for processing
Annex I of the resolution (official reference BOME-B-2026-6406) contains the provisional list of the 26 entities that have passed the initial admission filter. Among the organisations appearing on this list are:
- Spanish Red Cross
- Save the Children Foundation
- Médecins du Monde
- Autism Melilla Association
- Scouts Melilla
- FEAFES Melilla (Mental Health)
- Yehudi Menuhin Spain Foundation
- Capaces
- Melilla Integra Association
- Cruz Blanca Foundation
- Lucaro Foundation
- ASOME (Association of Deaf People of Melilla)
Inclusion on this list does not yet confer any right to the grant until the final award resolution is issued, in accordance with Article 24.6 of Law 38/2003, of 17 November, the General Law on Grants.
Deadline for correction of defects
Annex II details the 7 entities that have been provisionally excluded due to missing documentation or defects in the forms submitted. According to the provisions of the resolution, these organisations have a period of 10 working days to correct the deficiency or attach the required documents.
The excluded entities are:
- Neighbours in Solidarity Association
- The Roof is a Right Melilla Platform
- Diagrama Psychosocial Intervention Foundation
- Association of Relatives of Alzheimer’s and Other Dementias of the CAM
- Movement for Peace, Disarmament and Freedom (MPDL)
- Melilla Activa Association
- Bridge of Opportunities Association (excluded for failing to prove the minimum three-year existence, a non-correctable requirement).
If the entities do not proceed with the correction within the stipulated period, they will be deemed to have withdrawn their application, in accordance with the provisions of Article 68 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
Relevance for the Melilla third sector
The publication of this provisional list marks the beginning of the administrative processing phase of one of the most important funding lines for non-profit organizations in Melilla. The correct rectification by the excluded entities will be key to guaranteeing the diversity and scope of the social interest programs that will ultimately be funded with the funds collected through the income tax (IRPF) checkbox.
