Melilla propone ayudas de 346.180 euros a quince empresas emergentes y digitales

The Ministry of Economy, Trade, Technological Innovation, Tourism and Development of the Autonomous City of Melilla has proposed to provisionally grant 346,179.60 euros in subsidies to fifteen emerging and digital companies, within the competitive call for applications for the 2026 financial year. The provisional resolution proposal, signed on October 13, 2026, by the Director General of Economic Activation, Esther Azancot Cánovas, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6423, dated October 16, 2026, with the official reference BOME-A-2026-1169. The document provisionally excludes nine other applications.

The aid regime was approved by Decree of March 12, 2026, registered under number 119 of the Official Book of Non-Collegiate Resolutions of the Presidency, which establishes the regulatory bases and was published in BOME number 6362, dated March 17, 2026. The call was organized by Order No. 2026000938, dated April 16, 2026, the extract of which appeared in BOME number 6371, dated April 17, 2026. The application period extended until May 31, 2026, at 11:59 PM, and the Evaluation Commission met on September 28, 2026.

The subsidies are financed through the budgetary application 09.06.2620.749.00 “Subsidies for Startup companies” of the General Budgets of the Autonomous City of Melilla for 2026, with a total amount of 400,000 euros: 54,000 euros for Line 1 (creation of new digital or emerging companies) and 346,000 euros for Line 2 (promotion of consolidation and scalability). The aid is subject to the “de minimis” regime of Regulation (EU) 2023/2831, which limits the total per company to 300,000 euros over three years.

The proposal grants the first nine ranked in Line 1 100% of the eligible expenditure, with a maximum of 6,000 euros per project and a minimum required score of 50 points:

The proposal declares nine applications provisionally excluded due to non-compliance with the guidelines, failure to rectify errors, or withdrawal:

  • Gloobaak Money Master S.R.L. (Money Masters), file 20564/2026: 43 points.

Interested parties have a period of 10 days from the notification to consult the file and submit appeals. The provisional proposal does not generate any right until the granting resolution is notified and, if no appeals are submitted, it will be considered final.

The provisional resolution outlines the map of the technological ecosystem that the Autonomous City wishes to consolidate: nine newly created projects and six companies in the scaling phase, with grants ranging from 5,100 to 57,000 euros. For Melilla’s entrepreneurial fabric, the document also establishes the criteria that have excluded nearly a dozen applications—lack of technological basis, excessive seniority, tax non-compliance, or insufficient score—which anticipates the standard that future calls must meet.
