Melilla: nueve plazas de funcionario con instancias hasta el 23 de noviembre

The Autonomous City of Melilla has opened the application period to fill nine career civil servant positions: four as Economist Technician and five as Subaltern, all through the open competitive examination system. This was announced in the Official Gazette of the Autonomous City of Melilla (BOME) number 6426, dated October 27, 2026, in article BOME-A-2026-1204 (page 5297). The period will remain open from October 27 until November 23, 2026, both dates inclusive.

The announcement was signed in Melilla on October 26, 2026, by the Councilor for Presidency, Public Administration and Equality, Marta Victoria Fernández de Castro Ruiz, from the department promoting both selection processes. The text recalls that the summary of the rules for the two calls was published in the Official State Gazette (BOE) number 265, dated October 26, 2026, the procedure from which the deadlines for applicants begin to be counted.

The called positions are distributed as follows within the City’s civil servant staff:

  • 4 positions for Economist Technician, integrated into the Special Administration Scale, Technical Subscale, by open competition.
  • 5 positions for Subaltern, integrated into the General Administration Scale, Subaltern Subscale, by open competition.

Requirements and applications for the technical body

The call for Economist Technician was approved by Order No. 4665, dated October 13, 2026, registered under number 2026004665 and processed under file 34026/2026, based on the rules approved by agreement of the Governing Council on October 2, 2026. The four positions are budgetarily funded, belong to subgroup A1 of article 76 of the Recast Text of the Basic Statute of Public Employees (TREBEP), and appear in the 2026 Extraordinary Public Employment Offer, published in BOME number 6416, dated September 22, 2026.

To apply, it is necessary to hold a Bachelor’s degree or Degree in Economics, Business Sciences, Business Administration and Management, or equivalent, or to be in a position to obtain it before the application deadline ends. The application must be accompanied by proof of payment of the examination fee, set at 16 euros, and the general deadline is twenty business days from the day following the publication of the announcement in the BOE. An administrative appeal (recurso de alzada) may be filed against Order No. 4665 within one month.

Questionnaire, topics, and practical case

The selection process is structured into two eliminatory phases: open competition and a selection course. The competition phase consists of the following tests:

  • Multiple-choice questionnaire of 80 questions plus 5 reserve questions, with three alternatives and a single correct answer, for a maximum of 90 minutes; each correct answer is worth 0.125 points and errors are penalized.
  • Written development of three topics out of four randomly selected from the specific syllabus, with a maximum of three hours and a grade of 0 to 10 points per topic.
  • Practical case on the specific subjects of the program, with a maximum period of three hours.
  • Subsequent selective course, lasting less than one month, graded as pass or fail and requiring the completion of at least 80 percent of the teaching hours.

A minimum of five points is required for all exercises. At the end of the tests, a job pool will be created consisting of those who have passed at least the first exercise, ordered by the total grade obtained.

Rectification of the Subaltern bases

The bases for the five Subaltern positions were published in BOME number 6384, dated June 2, 2026. The Governing Council approved their rectification in the session of October 2, 2026, under registration 2026000829, and the agreement was published in BOME number 6423, dated October 16, 2026. The changes affect two points:

  • The first exercise changes from 80 to 50 questions plus 5 reserve questions, with a maximum time of 60 minutes.
  • It is added that, if positions from subsequent employment offers are attached, a new application period of 10 business days will be opened from the publication of the incorporation in the BOME.

Staff reinforcement with a tight schedule

The double call comes after the 2026 Extraordinary Public Employment Offer ordered the filling of vacancies in the regional Administration and after the Governing Council resolved the situation of positions that had been judicially suspended. With the deadline closing on November 23, candidates have four weeks to gather the required qualification, pay the fee, and formalize their application using the specific model enabled for this purpose.
