Melilla appoints Alejandro Alonsotegui Cotero as technical secretary of Education
Por FactBox Admin

The president of the Autonomous City of Melilla has appointed Alejandro Alonsotegui Cotero as technical secretary of Education, Sport and Youth through Decree No. 406, dated October 19, 2026. The decision is published in BOME No. 6424, dated October 20, 2026, with the official reference BOME-A-2026-1177 and on page 5209 of the bulletin. The decree resolves file 26734/2026 and comes with the express warning that it exhausts the administrative route.
The appointment is formalized by presidential decree registered under number 2026000406 in the Official Book of Decrees of the Presidency, at the proposal of the Ministry of Education, Youth and Sport and with a favorable report from the advisory body constituted for this purpose. The position is for professional management personnel and was filled through the system of publicity and competition, with bases approved by agreement of the Governing Council on July 23, 2026.
A process resolved in less than three months
The processing began at the end of July and closed in October, with four milestones published in the official bulletin:
- Order No. 3523, dated July 27, 2026: calls for the provision of the position through publicity and competition (BOME No. 6400, dated July 28, 2026).
- Order No. 3911, dated August 20, 2026: provisional list of admitted and excluded applicants (BOME No. 6408, dated August 25, 2026).
- Orders No. 4334 and No. 4335, both dated September 22, 2026: definitive list of applicants and constitution of the advisory body (BOME No. 6417, dated September 25, 2026).
- Order No. 4713, dated October 13, 2026: rectification of a material error in the composition of the advisory body, to complete the name of María José Gómez Ruiz as secretary of the Governing Council (BOME-A-2026-1178).
The advisory body consisted of Pilar Cabo León, technical secretary of Presidency and Equality; María José Gómez Ruiz, secretary of the Governing Council, and Francisca Torres Belmonte, technical secretary of Public Works.
Two applicants and a single interview
The definitive list of admitted candidates was reduced to two, who appeared in a single call on Thursday, October 8, 2026, at 6:00 PM, in the Green Room of the Assembly Palace:
- Nahúm Aguilar García, in the first place of the call order.
- Alejandro Alonsotegui Cotero, in the second.
The interview, published in BOME No. 6419, dated October 2, 2026 (BOME-A-2026-1110), followed a common script of three questions, with a maximum of 20 minutes per applicant and without recording. José Antonio Palau Cuevas was excluded from the process for failing to prove the status of career civil servant of subgroup A1 required in the call.
Subsequently, on October 9, 2026, the advisory body formulated its reasoned proposal and the Counselor of Education, Youth, and Sport, Miguel Ángel Fernández Bonnemaison, issued the proposal-report in favor of Alonsotegui Cotero. The decree is signed by the technical secretary of Public Administration, Francisco José Rubio Soler, and its signature block appears dated, due to an error in the published text, “on October 19, 2025.”
A position that closes the administrative route
The decree warns that no appeal may be filed against the appointment via administrative channels, except for the extraordinary review in the cases set forth in Article 125.1 of Law 39/2015, of October 1. The resolution invokes Article 92.2 of the Regulations of the Government and Administration of the Autonomous City of Melilla (Extraordinary BOME No. 2, of January 30, 2017) and Article 122.3 of the aforementioned law, and leaves the contentious-administrative jurisdictional route open.
The new technical secretary assumes “the rights and obligations inherent to the position,” according to the published text, without the decree detailing remuneration or the date of taking office.
The appointment provides a titular head for the Technical Secretariat of one of the departments with the highest volume of economic management and subsidies in the City, responsible for calls such as Erasmus scholarships or textbook grants. Furthermore, the designation closes a procedure that had accumulated two corrections of material errors in less than a month, and leaves the position shielded in the administrative route: any challenge must now be brought before the contentious-administrative courts.
