Melilla fija 236 soportes gratuitos para carteles de la campaña electoral

The president of the Autonomous City of Melilla, Juan José Imbroda Ortiz, has designated the free special locations where candidates may place posters, banners, and streamers during the general election campaign of November 29, 2026. He does so through Decree No. 403, of October 13, 2026, published in the Official Gazette of Melilla (BOME) No. 6423, of October 16, 2026, with the official reference BOME-A-2026-1158. The regulation reserves 236 lamp post supports distributed across 24 roads and neighborhoods, three locations for banners, and one panel per candidacy in the Plaza de España.

The framework: dissolution of the Cortes and call for November 29

The decree is issued under Royal Decree 806/2026, of October 5, regarding the dissolution of the Congress of Deputies and the Senate and the call for elections (BOE No. 248, of October 6, 2026), which sets the general elections for Sunday, November 29, 2026. The regulation invokes articles 55 and 56 of Organic Law 5/1985, of June 19, on the General Electoral Regime, which require the Autonomous City to reserve free special locations for the placement of posters and, where applicable, banners and posters hung from poles or lamp posts via the streamer system. Propaganda using banners and streamers may only be placed in the locations that the City reserves as free.

Decree No. 403 was registered under number 2026000403 of the Official Book of Non-Collegiate Resolutions and was signed in Melilla on October 13, 2026, by the acting secretary general of the Assembly, Diego Giner Gutiérrez. The president’s authority derives from article 14 of Organic Law 2/1995, of March 13, of the Statute of Autonomy of Melilla.

Wall-to-wall banners and panels in the Plaza de España

For wall-to-wall banners or those between supports, the decree reserves two locations on the Paseo Marítimo (2 units) and one on the Paseo Marítimo R. Ginel (1 unit). Additionally, a space for posters on panels is reserved in the Plaza de España, with one panel per party or political group and dimensions of 1.83 x 1.83 meters each.

Deadlines and limits for candidacies

  • Propaganda via banners and streamers (posters on lampposts) may only be placed in the locations reserved by the City.
  • Posters and other forms of electoral propaganda outside the reserved spaces may only be placed in authorized commercial spaces.
  • The decree must be forwarded to the Zonal and Provincial Electoral Board of Melilla within seven days following the call for elections, so that it may communicate the reserved locations to each candidacy.

With this designation, Melilla fulfills the legal obligation to offer free propaganda spaces and finalizes the map of available locations for all parties running in the city. Candidacies thus have a fixed distribution of supports and panels before the start of the campaign, with the Electoral Board as the recipient of the official communication.
