Melilla allocates 900,000 euros to extend seven school reconciliation agreements
Por FactBox Admin

The Governing Council of the Autonomous City of Melilla has extended, for ten and a half months starting November 1, 2026, the seven collaboration agreements that support the educational reconciliation services program in the city. The agreements, approved on October 8 and formalized on October 13, 2026, are published in the Official Gazette of the Autonomous City of Melilla (BOME) no. 6425, dated October 23, 2026, with references BOME-A-2026-1192 to BOME-A-2026-1198. The City is contributing a total of 899,999.99 euros to maintain the service.
The program originated from the public call for competitive bidding resolved by Order no. 1510, dated October 27, 2025, from the Ministry of Education, Youth, and Sports, published in BOME no. 6323, dated October 31, 2025, with a total cost of one million euros and a duration of twelve months. Seven entities were selected as beneficiaries and received grants totaling exactly that amount.
The trigger for the extension is the result of the admission process for newly enrolled students in the City-dependent early childhood education schools for the 2026-2027 academic year, called in BOME no. 6380, dated May 19, 2026, and resolved by Order no. 2026001319, dated July 23, 2026 (BOME no. 6400, dated July 28). Of the 441 school places offered, 210 minors remained on the “waiting list” without a school place.
Seven entities and nearly 390 guaranteed places
The agreements require each entity to maintain the resource “under the same terms as the initial ones” for an additional ten and a half months, with a minimum number of places for minors:
- COMAMEL (COOP Maestros Melilla): 101,274.79 euros and a minimum of 100 places; agreement CON2600236, accord 2026000846.
- Asociación Mare Nostrum: 169,839.12 euros and 40 places; agreement CON2600237, accord 2026000845.
- Martimaniac Producciones SL: 170,739.13 euros and 70 places; agreement CON2600238, accord 2026000844.
- Asociación Melillense de Formación: 139,239.13 euros and 50 places; agreement CON2600239, accord 2026000847.
- Hosseines HyH SLL: 107,739.13 euros and 40 places; agreement CON2600240, accord 2026000848.
- Academia Vetonia SL: 103,429.57 euros and 25 places; agreement CON2600241, accord 2026000843.
- Fundación Diocesana de Enseñanza Sta. María Victoria (CEI Sta. Luisa de Marillac): 107,739.13 euros and 64 places; agreement CON2600242, accord 2026000849.
Together, the agreements guarantee a minimum of 389 places. The service covers different age groups depending on the entity: from one to two years old at COMAMEL, Martimaniac Producciones, and the Fundación Diocesana; one year at Mare Nostrum; and from four months to twelve years at the Asociación Melillense de Formación.
Expenses, validity, and control
The contributions are charged to the 2026 budget application 14/32001/48000 “Educational Services Reconciliation Grants” and are paid after signing, which is why the BOME classifies them as prepayable payments. The credit was certified by the City’s General Comptroller on September 11, 2026. The requirement to establish a guarantee is waived due to the nature of the grant.
The breakdown for COMAMEL illustrates the model: 63,389.60 euros for personnel, 33,677.92 for the rental of five classrooms in the school, 2,260.61 for healthy snacks for 100 minors, 1,800.15 for teaching materials, and 146.51 for insurance. In Mare Nostrum, personnel costs reach 105,268.11 euros and the rental of the adapted premises is 19,250 euros.
The validity extends for ten and a half months from November 1, 2026, and the justification must be verified within three months following its expiration before the General Directorate of Education. Each agreement creates a Technical Monitoring Commission with two representatives from the Department and two from the entity, responsible for reviewing the situation of the minors and their families. The legal framework is Law 38/2003, General Law on Subsidies, and the General Subsidies Regulation of the City, approved by Decree No. 498, of September 7, 2005.
Impact for working families
The extension comes after the school year began with 210 minors without places in preschools, a situation that the BOME itself links to “the need to offer reconciliation services to the families of Melilla.” The agreements thus sustain the continuity of a program that employs qualified salaried personnel and which, in the case of COMAMEL, serves children from one to two years old with four part-time teachers, a socio-sanitary nursing assistant, and a coordinator.
