Melilla calls on eurotaxi taxi drivers to manage the Taxi Voucher.

The Department of Social Policies and Public Health of Melilla has opened the call, under a competitive selection procedure, to select professionals in urban transport of light vehicles with adapted vehicles (eurotaxis) who will act as collaborating entities in the management of the financial aid of the Taxi Voucher for people with reduced mobility. Order No. 1921, of 6 August 2026, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6405, of 14 August 2026, with reference BOME-A-2026-940 (pages 4402 to 4415). Interested taxi drivers have a period of 30 working days from publication to submit their applications.
The call comes after the validity of the collaboration agreements signed with the adapted taxi professionals who participated in the previous competitive selection expired on 10 August 2026. The aid, regulated in section 10.14.3 of the Regulation Governing Economic Aid and Services for Meeting Social Needs of the Autonomous City of Melilla (Extraordinary BOME No. 4, of 9 February 2018), takes the form of vouchers that allow people with disabilities and reduced mobility to use the accessible taxi for their journeys within the municipality.
The procedure is processed in file 8537/2026, with initiation report of 3 July and initiation agreement of 6 July 2026, and a favourable report from the Technical Secretariat of 13 July. The resolution shall correspond to the head of the Department, Randa Mohamed El Aoula, in accordance with the Decree on the Distribution of Competencies among the City Departments (Extraordinary BOME No. 54, of 31 July 2023).
Requirements for collaborating taxi drivers
Natural or legal persons governed by private law may participate if, on the date of expiry of the period, they meet the following conditions:
- Be the holder or manager of a valid taxi licence granted by the competent Department.
- Have a vehicle adapted for transporting passengers with reduced mobility (eurotaxi), in accordance with Annex VII of Royal Decree 1544/2007, of 23 November.
- Not be disqualified from obtaining public subsidies or from contracting with the Administration.
- That the vehicles meet the requirements of articles 6, 8 and 24 to 30 of Royal Decree 763/1979, of 16 March.
- Be registered in the Special Regime for Self-Employed Workers (RETA).
- Meet the conditions of article 13 of Law 38/2003, of 17 November, General Law on Subsidies.
Submission of applications and deadlines
Applications, in accordance with the model provided in the call, may be submitted through the Electronic Office of the Autonomous City of Melilla, the Network of Information and Citizen Assistance Offices, the General Registry of the Department of Social Policies and Public Health (Ramírez de Arellano Street, 10) or post offices. They must be accompanied by proof of ownership or management of the eurotaxi, a report on technical and human resources including experience over the last three years, a responsible declaration and certification of being up to date with tax obligations and with the Social Security.
- Submission deadline: 30 business days from publication in the BOME.
- Correction of incomplete applications: 10 days.
- Resolution of the procedure: maximum 6 months, with administrative silence if no notification is given.
- Validity of the collaboration agreement: 2 years, extendable up to a maximum of 6 years.
- Reimbursement of vouchers to the collaborating entity: 30 calendar days from the request.
Assessment criteria and voucher amount
- Technical means (age of the vehicle, access to the passenger compartment) and human resources: up to 30 points.
- Continuity in service provision, at 5 points for each accredited year of the last four: up to 20 points.
- A minimum of 15 points is required to be selected as a collaborating entity.
Each voucher, valid for one trip, will have a value of 2 euros and will expire 12 months after its issuance. The amount per beneficiary will depend on the per capita income of their household: 40 monthly vouchers if income is equal to or below the minimum interprofessional wage (SMI), and 25 vouchers if it does not exceed 1.5 times the SMI. Persons with functional or anatomical impairments of a degree equal to or greater than 33% who lack an adapted vehicle may be beneficiaries.
The call guarantees the continuity of an essential service for people with reduced mobility, who often depend on accessible taxis for their daily travel. The renewal of collaborating entities also provides certainty to the taxi sector of Melilla, whose professionals with eurotaxis will be able to maintain their participation in the public voucher system in the coming years.
