Melilla establishes tribunals for thirty Administrative Assistant positions

The Autonomous City of Melilla has published in the Official Gazette of the City (BOME) number 6408, dated August 25, 2026, the definitive list of applicants and the constitution of the selection boards for the permanent appointment of several civil service positions through the open competitive examination system. The orders, signed by the Ministry of Presidency, Public Administration and Equality, advance the selection process that will allow for the filling of key positions within the local administration.

The procedures are governed by the General Application Bases published in BOME number 5000, dated February 15, 2013, and by the specific calls for applications approved in BOME number 6356, dated February 24, 2026. In total, the boards are constituted to fill 30 positions for Administrative Assistant, 5 for Industrial Technical Engineer, 4 for Architect, 2 for Public Works Technical Engineer, and 2 for Tax Agent.

Definitive list for Industrial Technical Engineer

Order No. 3916, dated August 21, 2026 (reference BOME-A-2026-972) approves the definitive list of applicants for the five Industrial Technical Engineer positions, following the end of the claims period on August 18 regarding the provisional list published in BOME No. 6402, dated August 4, 2026. 22 applicants have been admitted and 3 excluded for providing academic qualifications that are not valid according to the rules of the call.

  • Admitted: 22 applicants, including Abdelaziz Abderrahaman Mohamed, Carlos Alguacil González, Alberto Benzaquen Hassan, José María Cabrera Boj, and Juan Antonio Crossa Muñoz.
  • Excluded: Mohamed Benaissa Ayad, Paula González Fernández, and Pedro Guerrero El Kinani, due to invalid qualifications.

Constituted selection boards

Order No. 3934 (reference BOME-A-2026-973) constitutes the board for the five Industrial Technical Engineer positions, chaired by José Carlos Medero Ramírez, with Jesús M. Jiménez Ruiz as secretary. Order No. 3939 (reference BOME-A-2026-974) does the same for the two Public Works Technical Engineer positions, chaired by Luis José Mayor Olea.

  • Tax Agent (Order No. 3940, reference BOME-A-2026-975): chaired by María Ángeles Quevedo Fernández, with Joaquín Mora Sánchez as secretary.
  • Architect (Order No. 3941, reference BOME-A-2026-976): chaired by Iván Reyes Álvarez, with Francisca Torres Belmonte as secretary.

Administrative Assistant: 30 positions

Order No. 3942, of August 21, 2026 (reference BOME-A-2026-977) constitutes the tribunal for the 30 Administrative Assistant positions. The order accepts the abstentions formulated by several members of the tribunal designated by Order No. 3713, of August 5, 2026, as justified causes exist in accordance with Article 23 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

  • Titular President: Alberto González Gutiérrez.
  • Titular Secretary: Gema Viñas del Castillo.
  • Substitute President: Mónica Benítez Celdrán.
  • Substitute Secretary: Jesús M. Jiménez Ruiz.

Deadlines and appeals

The start of the competitive examination phase, including its date, place, and time, will be previously determined by each tribunal and announced on the City Notice Board. Applicants may challenge the members of the tribunals for the legal causes provided for in Article 24 of Law 40/2015. Against the orders, which do not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed within one month before the Department or before the President of the Autonomous City.

The publication of these lists and tribunals represents a decisive step for local public employment, clearing the way toward the permanent filling of 43 civil servant positions in the Melilla administration. For the applicants, the constitution of the tribunals and the setting of the exam dates, which will be announced shortly, mark the beginning of the decisive phase of long-awaited selection processes.
