Melilla provides seven premises free of charge for the November electoral campaign
Por FactBox Admin

The Autonomous City of Melilla has reserved seven official premises and public spaces for free use so that the proclaimed candidacies may hold campaign events for the general elections on November 29. This is established by Decree No. 405, of October 16, 2026, from the President of the City, published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6424, of October 20, 2026, with the reference BOME-A-2026-1175. A second decree, Decree No. 408, of October 19 (BOME-A-2026-1176), corrects a material error from the previous one.
Fifteen days of campaigning and seven venues
The framework is Royal Decree 806/2026, of October 5, on the dissolution of the Congress of Deputies and the Senate and the calling of elections, published in BOE number 248 of October 6, 2026. According to Article 4, the campaign lasts fifteen days: it begins at 00:00 hours on Friday, November 13, and ends at 24:00 hours on Friday, November 27.
The reservation is made in compliance with Article 54.3 of Organic Law 5/1985, of June 19, on the General Electoral Regime, which obliges administrations to provide official premises for free campaign events. The General Secretariat of the Assembly requested availability data from those responsible for the spaces reserved in previous elections, which were transmitted via official letters.
The designated spaces, subject to the corresponding authorizations, are:
- UNED-Melilla Associated Center (Lope de Vega Street No. 1): assembly hall until 21:00 hours, except on November 16 and 18, when Classroom 10 with a capacity for approximately 90 people is offered, and except on Saturdays.
- Kursaal-Fernando Arrabal Theater (Cándido Lobera Street No. 8): available on November 14, 16, and 25.
- CEIP León Solá (Hidúm Road No. 64): hall available from November 13 to 27.
- CEIP Anselmo Pardo (Alfonso XIII Road, s/n): hall available from November 13 to 27.
- CEIP Pintor Eduardo Morillas (Juventud Avenue, 0): hall available from November 13 to 27.
- CEIP Juan Caro Romero (Pedro Mendoza Street No. 27): hall available from November 13 to 27.
- CEIP Reyes Católicos (Comandante García Morato Street No. 2): hall available from November 13 to 27.
Maximum schedule from 19:00 to 22:00 hours
The decree sets a common time frame: events may be held from Monday to Saturday, between November 13 and 27, with a maximum schedule from 19:00 to 22:00 hours. Each venue adds its own limitations, such that UNED closes one hour earlier and the Kursaal concentrates its availability on three specific days.
Five school centers in the city —León Solá, Anselmo Pardo, Pintor Eduardo Morillas, Juan Caro Romero, and Reyes Católicos— open their halls throughout the campaign, which implies the use of educational facilities during afternoon hours and affects the daily life of the neighborhoods where they are located.
Notice to the Electoral Board and rectification of errors
The second section of the decree orders the communication of the list of premises to the Zonal and Provincial Electoral Board of Melilla within ten days following the call for elections, in accordance with article 57 of Organic Law 5/1985. The City also requests that the distribution agreed upon by the electoral body be forwarded to them, in order to arrange the necessary personnel for the opening and closing of the spaces.
Decree No. 408, signed on October 19, rectifies the second section of Decree No. 405 under article 109.2 of Law 39/2015, of October 1, on Common Administrative Procedure. Where it said “to the call for elections to the Assembly of Melilla,” it should say “to the call for general elections.” The same decree warns that the street where the UNED-Melilla Associated Center is located has changed its name and is currently called Ángel Castro Maestro street.
Both decrees are signed by the Acting Secretary General of the Assembly, Diego Giner Gutiérrez, and are published in the Melilla Assembly section of the bulletin.
An electoral calendar already underway
The free granting of spaces is the first practical step of the campaign in Melilla: it distributes a map of venues among the candidacies that ranges from the urban center to neighborhoods such as the Hidúm road or Juventud avenue, and leaves the final distribution of days and hours in the hands of the Zonal and Provincial Electoral Board of Melilla. The parties must request authorization for each event, and residents of the school surroundings will coexist with political meetings during afternoon hours until November 27.
