Melilla approves the final list of candidates for Head of the Consumer Affairs Office

The Ministry of Presidency, Public Administration and Equality of the Autonomous City of Melilla has approved the final list of applicants for the provision, via a merit-based competition, of the position of Head of the Consumer Affairs Office. The decision is detailed in Order No. 3884, dated August 18, 2026, published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6407, dated August 21, 2026.

The procedure is framed within the General Bases for the provision of job positions through a general merit competition and free appointment, reserved for career civil servants and permanent contractual staff included in the Job Position List of the Autonomous City of Melilla for the 2026-2027 period. The provisional list was published in BOME number 6402, dated August 4, 2026, and the deadline for submitting claims ended on August 11, 2026, after which the aforementioned list was made final.

A single admitted applicant

After examining the claims submitted, the Ministry approves the final list of admitted and excluded applicants for the position of Head of the Consumer Affairs Office, processed under file 14559/2026:

  • Admitted: Nuria Montilla Miralles.
  • Excluded: María José Escobar Benavente, for failing to prove the minimum stay of two years in the last permanent destination job required in the Second Base of the call, nor meeting the requirements of the Job Position List.

The exclusion is based on the fact that career civil servants who, while meeting the requirements to hold the position, are in a situation of voluntary leave for private interest may only participate if, at the end of the application submission period, they have been in said situation for more than two years.

Two Health positions declared vacant

In the same order, the procedures for the provision, via merit competition, of the following job positions are declared definitively vacant:

  • Head of the Health Office.
  • Head of the Administrative Procedures Section in Health Matters.

The publication of the final list and the vacant positions is carried out in compliance with the provisions of the General Bases of the job provision procedures of the Autonomous City of Melilla.

Appeal period

Against Order No. 3884, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed within one month from the day following its notification or publication, before the Ministry itself or before the Most Excellent Mr. President of the Autonomous City, as the hierarchical superior. The maximum period for issuing and notifying the resolution shall be three months, after which the appeal may be understood as dismissed.

The resolution, signed by the Technical Secretary of Public Administration, Francisco José Rubio Soler, in Melilla on August 18, 2026, closes the selection phase for the Consumption position and leaves two vacancies in the health area unfilled, which must be subject to new calls for applications to guarantee the coverage of municipal services.
