Melilla approves the technology nursery and a grant for Ómnibus

The Governing Council of the Autonomous City of Melilla, in its ordinary resolution session held on August 14, 2026, approved the endorsed basic and execution project for the construction of the building intended as a technology incubator at Avenida de la Marina Española 12, as well as an exceptional direct grant to the Cooperativa Ómnibus. Both agreements are recorded in the extract published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6407, dated August 21, 2026, under the official reference BOME-A-2026-951.
The publication is carried out by virtue of Article 22.5 of the Regulations of the Government and Administration of the Autonomous City of Melilla, which provides for the dissemination in the official gazette of the extract of the agreements adopted by the governing body. The document, signed by the secretary of the Governing Council, María José Gómez Ruiz, indicates that the agreements will be recorded in full in the minutes published on the Transparency Portal of the city’s official website (www.melilla.es).
Technology incubator in the Marina Española
The building project for the technology incubator, presented by the Ministry of Economy, Trade, Technological Innovation, Tourism and Development, was submitted for the approval of the Governing Council as it exceeded the threshold of €1,000,000.00. This is a major public investment action for the city, aimed at housing startups and technology-based projects.

Direct grant to the Cooperativa Ómnibus
On the same agenda, the Governing Council approved an exceptional direct grant in favor of the Cooperativa Ómnibus, a matter presented by the Ministry of Social Policies and Public Health. The measure is processed under file 39668/2025 and responds to the exceptional nature of the aid, which is granted outside of ordinary competitive procedures.

Other decisions of the session
The ordinary session of August 14 also included other management matters, including the resolution of a review appeal filed by UGT-Melilla regarding the renewal of members on the Board of Directors of the Melilla Port Authority, the update of the RPT (Personnel Structure Report) following the modification of the decree on the distribution of competencies, and the dismissal of several claims for patrimonial liability. It was also agreed to authorize a petty cash fund for the Director General of the Presidency and a contract with the National Mint and Stamp Factory for certification and electronic signature services.
Relevance for the city
The approval of the technology nursery represents a firm step in Melilla’s strategy for economic diversification and support for entrepreneurship, while the grant to the Ómnibus Cooperative reflects the local Executive’s commitment to the social and cooperative fabric.
