Melilla aprueba definitivamente 1,06 millones para el FEDER de arquitectura

The Official Gazette of the Autonomous City of Melilla publishes this Tuesday, October 13, 2026, Decree No. 390, of October 7, which definitively approves an extraordinary credit of 1,060,328.48 euros destined for the 2021-2027 ERDF architecture program. The modification, processed under file number 28115/2026, is fully financed by reductions in expenditure applications of the Ministry of Finance. It is the largest of the six budgetary modifications that the same official announcement declares as definitively approved.

The file began in the ordinary resolution session of the Plenary of the Assembly of Melilla on September 3, 2026, which initially approved the proposal of the Minister of Finance. According to the initial agreement, the vote was unanimous, with 22 votes in favor, following the report of the Permanent Finance Commission of August 25, 2026, which was approved with 6 votes in favor (5 from the PP and 1 from the PSOE) and 1 abstention from CpM.

The modification was published in the Official Gazette of the City number 6413, of September 11, 2026, and was open to the public for claims. After 15 days passed without any being submitted, and in view of the report from the General Registry Office of October 6, 2026, the text is understood to be definitively approved by virtue of articles 177.2 and 169 of the Recast Text of the Law Regulating Local Treasuries.

An increase of 1.06 million for ERDF architecture

The decree orders the publication of the extraordinary credit with a single increase in expenditure applications:

  • Application 06 23100 62200, O.P. ERDF 2021-2027 ARCHITECTURE: 1,060,328.48 euros.
  • Total extraordinary credit: 1,060,328.48 euros.

The Ministry certifies compliance with the requirements of article 37.2, sections a) and b), of Royal Decree 500/1990, of April 20: the specific and determined nature of the expenditure, the impossibility of delaying it to subsequent fiscal years, and the insufficiency of credit in the current budget.

Financing through reductions in Finance

The operation does not generate a new deficit: it is financed by reductions of other credits, specifically:

  • Application 02 45000 60900, O.P. ERDF 2021-2027 FINANCE REMNANT: 1,060,328.48 euros.
  • Total reduction: 1,060,328.48 euros.

The file was processed with the Initiation Order and Memorandum of the Minister of Finance of August 7, 2026, the report from the General Directorate of Finance and Budgets of the same date, the favorable report from the Comptroller’s Office of August 20, 2026 —along with the budgetary stability evaluation report— and the legal report from the Technical Secretariat of Finance of August 20, 2026.

Six modifications approved in the same announcement

The same Bulletin, number 6422, declares as definitively approved five other operations processed in parallel, all following the same public exhibition procedure:

  • Decree No. 391 (file 27414/2026): extraordinary credit of 40,000 euros for the Asociación Cultural y Música Amazige and the Asociación Amin Malik.
  • Decree No. 392 (file 26273/2026): credit transfer of 6,000 euros between nominative grant applications.
  • Decree No. 393 (file 28156/2026): credit supplement of 568,107 euros for the ERDF environment program.
  • Decree No. 395 (file 25145/2026): extraordinary credit of 146,000 euros for social policies.
  • Decree No. 396: extraordinary credit of 196,341.43 euros for weightlifting and motocross agreements.

Deadlines and appeals

The announcement is signed in Melilla, on October 8, 2026, by the Acting Secretary General of the Assembly, Diego Giner Gutiérrez. Against the agreement, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia, based in Málaga, within two months from the day following publication.

The operation reinforces the architecture item of the 2021-2027 ERDF program without resorting to debt, as it is offset by surpluses from the Ministry of Finance itself. For readers, the relevant fact is that Melilla closes the process of six budget modifications for a combined amount exceeding 2 million euros, all of which are now final and with no claims filed during the public exhibition period.
