Melilla amplía en 75.000 euros el convenio del Banco de Alimentos

The Department of Social Policies and Public Health of the Autonomous City of Melilla and the Melilla Food Bank have signed an addendum to the collaboration agreement that adds 75,000 euros to the grant destined for the distribution of food among the neediest families. The agreement is published in the Official Gazette of the Autonomous City of Melilla (BOME) No. 6427, of October 30, 2026, with the official reference BOME-A-2026-1214 and article number 1214.

An addendum signed on October 20

The text, dated in Melilla on October 20, 2026, is based on the collaboration agreement signed on April 20, 2026 and published in BOME No. 6373, of April 24, 2026. The signing parties are Randa Moohamed El Aoula, on behalf of the Department, and María Ruiz Alonso, on behalf of the entity.

The purpose of the agreement is to cover the management costs of distributing food coming from industrial surpluses, perishable foods, “kilo operations,” and donations among the neediest families in the city. The addendum is registered in the Agreements Registry of the Autonomous City under numbers CON2600108 and CON2600246.

  • Beneficiary entity: Melilla Food Bank, CIF G-52015443, located at C/ Dalia, nº 39, warehouse H-A (Sepes Industrial Estate).
  • Budgetary application of the increase: 05/23123/48000, during the year 2026.
  • Approval: Governing Council of October 8, 2026 (agreement 2026000850) and previous agreement 2026000353, of April 17, 2026.

Higher demand and higher prices

The second clause justifies the increase based on the rise in demand for assistance for the group of needy people and the increase in consumer prices for the shopping basket. Added to this is the entry into force of Law 1/2025, of April 1, on the prevention of food loss and waste.

According to the document, the supplies used to assist vulnerable families in Melilla have increased and their market prices have risen, which reduces the capacity to acquire food. Hence the increase in the grant to “continue acquiring products for these families.”

Budgetary process of the increase

The Department initiated ex officio the credit modification file for the grant in application 05/23123/48000 for those 75,000 euros. As it is a nominative grant, the increase was approved by agreement of the Plenary of the Assembly on June 3, 2026, as stated in the fourth clause.

The accounting support consists of the RC SUBVENCIONES no. 12026000033878, dated July 13, 2026, signed by the General Comptroller’s Office of the Autonomous City of Melilla on July 14, 2026, for the same amount. As a line reference, the General Strategic Plan for Grants 2024-2026 assigns application 05 23123 48000 for the agreement with the Food Bank in the amount of 302,750 euros (BOME no. 6423, of October 16, 2026).

Justification through accounting statements

The sixth clause establishes that the justification of the addendum expenses shall be carried out by the beneficiary entity through the presentation of accounting statements, in accordance with Article 30 of the General Grants Law 38/2003, of November 17, and Article 69 of Royal Decree 887/2006, of July 21.

In all aspects not modified, the collaboration agreement signed on March 25, 2021, between the parties remains in force. The agreement was previously authorized by the Governing Council at its meeting on October 8, 2026, the summary of whose agreements was published in BOME no. 6425, of October 23, 2026, under file 34288/2025.

The extension comes in a context of sustained pressure on the entities that provide basic food in Melilla: the additional 75,000 euros allow for the continued purchase of products for the families served by the Melilla Food Bank during the 2026 financial year, at a time when the rising cost of the shopping basket and the increase in demand had reduced the scope of supplies.
