Melilla adjudica dos plazas de Técnico Contable de Fondos Europeos

The Ministry of Presidency, Public Administration and Equality of the Autonomous City of Melilla has awarded the two positions of European Funds Accounting Technician of the Ministry of Finance through two orders dated September 24, 2026. The resolutions, signed by the Technical Secretary of Public Administration, Francisco José Rubio Soler, are published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6418, dated September 29, 2026, on pages 4861 to 4864. The awardees are Rosa del Carmen Casabona López and María Carmen Fernández Ruiz, both in active service.

The two orders and their files

The first resolution is Order No. 4343, dated September 24, 2026, registered under number 2026004343 in the Official Book of Resolutions of the Ministry, which awards the position to Rosa del Carmen Casabona López and is processed under file 31386/2026 (official reference BOME-A-2026-1076).

The second is Order No. 4344, dated September 24, 2026, registered under number 2026004344, which awards the position to María Carmen Fernández Ruiz under file 31388/2026 (official reference BOME-A-2026-1077).

Both orders resolve the previous call, Order No. 1320, dated March 26, 2026, from the Ministry of Presidency, Public Administration and Equality, published in BOME number 6368, dated April 7, 2026, which opened the provision of these positions through a merit-based competition system.

Position characteristics and destination

The two awarded positions share the following conditions, according to the data collected in the orders:

  • Designation: European Funds Accounting Technician.
  • Order Number: 303; two vacant positions.
  • Group: A2; legal status: civil servant.
  • Destination supplement (CD): 22; specific supplement (CPPT): 200.
  • Required training: Diploma in Economics/Business or equivalent, or equivalent University Degree.
  • Destination: General Directorate of Strategic Planning and Programming, Ministry of Finance.

The processing was completed in accordance with the rules of the competition, with the Agreement of the Job Valuation Commission of August 31, 2026, which proposed the most suitable candidates. The orders also certify sufficient credit through RC 12026000007084, dated February 13, 2026 (Civil Servant Social Security), and RC 12026000006917, dated February 12, 2026 (Civil Servants-Audit), as well as the mandatory Internal Control Report 2026/2078 from the Auditing Function, in agreement, dated March 3, 2026.

Assumption of office and appeals processes

The assumption of office must be formalized within three business days, or one month if it involves reinstatement to active service. The period begins to count from the day following the cessation of the previous position, which will take place upon the publication of the competition resolution in the Official Gazette of the Autonomous City.

Against both orders, which do not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed within one month from the day following its notification or publication. The appeal may be submitted to the Department itself or to the Most Excellent President of the Autonomous City, in accordance with Article 92.1 of the Regulations of the Government and Administration of the Autonomous City of Melilla and Articles 121 et seq. of Law 39/2015, of October 1. The maximum period to issue and notify the resolution of the appeal is three months; if this period expires without a resolution, it shall be understood as dismissed.

The publication of these two awards closes the merit-based competition opened in April and clears the filling of two key positions for the management of European funds in the Department of Finance. The applicants in the process thus know the final result and the deadlines for joining, while the rest of the civil service personnel have one month to challenge the resolutions if they deem it appropriate.
