Melilla opens the application period for street markets and Three Kings stalls
Por FactBox Admin

The Department of Public Safety of the Autonomous City of Melilla has opened the application period for the authorization and renewal of street vending stalls in the SEPES Industrial Estate and García Cabrelles markets, as well as applications for occasional stalls for the 2026-2027 Three Kings Campaign. The announcement is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6426, dated October 27, 2026, with the official reference BOME-A-2026-1207 (pp. 5309-5310). Those who are authorized must pay a fee of 15 euros per stall and deposit a bond of 30 euros.
The authority to grant street vending authorizations corresponds to the Commissioner of Public Safety, in accordance with article 8.1 of the Street Vending Regulations (BOME number 4634) and by virtue of the Government Council Agreement 538, dated July 28, 2023. The announcement is endorsed by the Technical Secretariat of Public Safety, and is signed by María del Carme Barranquero Aguilar on October 23, 2026.
Two calendars with different dates
The announcement recalls that, pursuant to article 9, point 1, and section f) of the same point of the Street Vending Regulations, the period for submitting applications and renewals for stalls in the SEPES Industrial Estate and García Cabrelles markets is generally established between November 1 and January 31 of each year, both inclusive. The only provided exception is for cases where the nature of the product being sold makes it necessary to set a different period.
For the 2026-2027 Three Kings Campaign, however, the calendar is shorter: the application period for authorization will remain open only from November 1 to November 30, both inclusive. Therefore, the group of vendors has exactly one month to formalize their request if they wish to apply for one of the Christmas stalls.
Where and how to submit the application
Interested parties may submit their application through three channels:
- The Information and Citizen Service Offices (OIAC) of the Autonomous City of Melilla, during their opening hours.
- The Electronic Office of the Autonomous City.
- The third floor of the Local Police Headquarters, at Fernández Cuevas street number 5, from Monday to Friday between 09:00 and 13:30 hours.
In all cases, they must provide their identification data and a contact telephone number, and accompany the application with the required documentation.
Required documentation and preferential criteria
The file must include the following documents:
- Responsible declaration of not having been sanctioned for a very serious offense in the exercise of the activity during the previous two years.
- Description of the items intended for sale and of the installation.
- Copy of the National Identity Document for nationals and the residence permit authorizing self-employment for foreigners.
- Certificate of registration in the Tax on Economic Activities (IAE).
- Certificates of having no debts with the Tax Agency, with the Local Treasury, and being up to date with Social Security.
- Certificate of census registration (empadronamiento) and a passport-sized photograph.
- Food Handler’s Certificate, in the case of the sale of food products.
- Photocopy of the civil liability insurance and documentation of adherence to the Consumer Arbitration Board, both of which are not mandatory but valued as a preferential criterion.
Authorized persons who wish for their family members to collaborate at the stall, under article 13 of the Street Vending Regulations, must additionally provide the DNI or residence permit, the certificate of census registration, a photograph and, where applicable, the handler’s certificate.
Location of the Christmas stalls
The granting of authorizations and stalls for the 2026-2027 Three Kings Campaign will be assigned strictly in order of submission of all documentation. The stalls will be located in Plaza Comandante Benítez and at the beginning of García Cabrelles street, from December 28, 2026, until 05:00 hours on January 6, 2027, and may change location for reasons of pedestrian or vehicular traffic safety, works, or other circumstances, following the instructions of the officers in charge of surveillance.
The payment of the 15 euro fee and the 30 euro deposit is in accordance with article 7 of the Fiscal Ordinance Regulating the Fee for the Provision of Market Services, published in the Extraordinary BOME number 21 (II), of December 30, 2009.
The announcement directly affects the collective of street vendors in the city, who face the complete processing of the Christmas campaign in barely one month. The assignment on a first-come, first-served basis makes the date of submission of the documentation the decisive factor in securing one of the stalls in Plaza Comandante Benítez and the beginning of García Cabrelles.
