Melilla opens tender for two hospitality premises at the marina

The Port Authority of Melilla (APM) has announced a public tender to select the bid that will process the administrative concession of premises 17 and/or 18 of the premises building at the Small Craft Basin, in the Marina, for hospitality and/or commercial activities. The resolution, signed by president Manuel Ángel Quevedo Mateos on September 18, 2026, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6417, dated September 25, 2026, under file F-2026-00039. Potential bidders will have a period of 30 calendar days starting from the publication of the announcement in the Official State Gazette (BOE).

The announcement is based on Article 86, sections 1 and 4, of the Recast Text of the State Ports and Merchant Marine Law, and is disseminated “for general knowledge.” The Specifications and the annexes governing the tender were approved by the Board of Directors of the APM in its session on September 14, 2026, meaning the procedure reaches the gazette with the documentary framework already finalized.

Purpose and destination of the premises

The tender seeks a single bid to begin the processing of the concession file for premises 17 and/or 18, located in the premises building of the Small Craft Basin. The permitted uses are:

• Hospitality activities.
• Commercial activities.
• Or both, as these are alternative premises (“17 and/or 18”).

The call for tenders is identified by file F-2026-00039 and the contracting entity is the Port Authority of Melilla (APM).

Consultation of specifications and submission of bids

From the day following the publication of the announcement in the BOE, bidders may examine the Specifications and its annexes at the APM offices, at Avenida de la Marina Española number 4, 52001 Melilla, on business days from 9:00 to 14:00 hours. The same information will be available on the notices board of the entity’s website, https://www.puertodemelilla.es.

Proposals shall be delivered by hand, in sealed envelopes, to the General Registry of the Port Authority of Melilla, at the aforementioned address, Monday to Friday from 9:00 to 14:00 hours. The established schedule is as follows:

• Deadline: before 14:00 hours on the day 30 calendar days after the publication of the announcement in the BOE.
• If the last day is a non-working day, the period is extended to the next business day.
• The period concludes at 14:00 hours on the thirty-first business day counted from 0:00 hours of the day following the publication in the BOE.

A procedure with effects for the local sector

The processing complies with the port concession regime and reserves the evaluation of the submitted bids for the APM, in accordance with the specifications approved by its Board of Directors. The resolution does not establish a fee amount or a maximum number of awardees, matters which are referred to the Terms and Conditions and the annexes of the tender.

The call opens a means of access to a unique space within the Melilla Marina, in an area of transit for vessels and visitors. For the city’s hoteliers and merchants, the tender represents the opportunity to establish themselves in the Small Vessel Basin through a concessionary title, with a submission period that begins with the publication of the announcement in the BOE and which requires documentation to be prepared in advance.
