The Melide City Council announces a competitive examination process (concurso-oposición) via open call to permanently fill one career civil servant position as a technical architect and to create a job bank of interim civil servants. The position is included in the Public Employment Offer (OEP 2025), approved by agreement of the ordinary Local Government Board on September 18, 2025, and published in BOP number 187, dated October 1, 2025. The terms and conditions of the position are detailed in the List of Work Positions (RPT) approved by the plenary of the Melide City Council on August 3, 2022, and published in BOP number 165, dated August 31, 2022.
According to the RPT, the position has the code 04.02.02, belongs to the Special Administration scale, technical subscale, group/subgroup A2, with a destination supplement level of 26. The functions include the processing of planning files, urban and environmental management and discipline, the issuance of reports and technical advice, citizen services, opening licenses and prior communications, industrial installations and classified activities, and the management of rustic land and rural nuclei, among others.
Requirements, fees, and deadline
Applicants must meet the requirements of Article 56 of Legislative Royal Decree 5/2015 and Article 52 of Law 2/2015 on public employment in Galicia. Specifically:
- Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
- Possess Spanish nationality or that of one of the States provided for in the regulations.
- Hold a degree in technical architecture or an equivalent degree, or be in a position to obtain it.
- Accredit the CELGA 4 level of the Galician language or equivalent.
- Pay the examination fee, set at 32 euros by Fiscal Ordinance number 24, with a 50% discount (16 euros) for unemployed persons registered as job seekers.
The deadline for submitting applications is twenty (20) business days starting from the day following the publication of the call announcement in the Official State Gazette. Applications shall be submitted through the electronic office of the Melide City Council or via any of the channels specified in Article 16.4 of Law 39/2015.
Examination and merit competition
The process consists of two phases. The examination phase grants a maximum of 20 points and includes three mandatory and eliminatory exercises:
- First exercise: test of 100 questions with three alternative answers, plus five reserve questions, in a maximum time of two hours; it is graded from 0 to 10 points and requires a minimum of 5.
- Second exercise: resolution of one or two practical cases, in a maximum of two hours, with identical scoring and minimum.
- Third exercise: Galician language proficiency test, graded as pass or fail, with a maximum duration of 30 minutes.
The competition phase, which is not eliminatory, scores up to 9 points: a maximum of 6 for professional merits (0.20 points per full month in Local Administration, 0.15 in other public administrations, and 0.05 in private companies or self-employment) and up to 3 points for training and certifications linked to the position.
The interim job bank
Candidates who pass the opposition phase and do not obtain the position will join a job bank or reserve list of interim technical architects, which the Concello de Melide may use for interim appointments under the cases of article 10 of Royal Legislative Decree 5/2015. The job bank will expire three years after the first call or when a new one is established to replace it.
The call will be made in order of the list by decree of the Mayor’s Office, and the interested person must express their interest in writing within a non-extendable period of two business days. Refusal of two calls without justification is cause for exclusion. The job bank will only be activated when it is not possible to cover the need through the inter-administrative agreement between the Deputación Provincial da Coruña and the Concello de Melide of April 14, 2026. The rules bear the signature of the mayor, José Manuel Pérez Penas, in Melide on October 5, 2026.
Impact
The call reinforces the technical staff of the Concello de Melide and opens a path for stable public employment in a rural municipality, in addition to guaranteeing a reserve of professionals to cover urgent urban planning needs. For applicants, the period of twenty business days only begins to count from the publication of the announcement in the Boletín Oficial del Estado, therefore the deadline has not yet been set.
